Doesn't that boil down to the general policy not applying to anyone  
who doesn't like it?

Why wouldn't all LIRs have a "stated reservation policy according to  
which it provides for contiguous further assignments to existing  
assignees"? And if all LIRs did, then the general policy would be  
completely undermined.
