Are you referring to SMS spam only?

I don’t know of any initiative that collect SMS spam and make the data available.

I know organisation collect/build their own spam dataset (email) to train their anti spam tools.

You should perhaps contact some ISPs individually.

Shadowserver has a “Spam URL Report” and indicate the country of the IP of the URL
