<p>Yes, this is an important requirement. I think we tried to
capture this in the Document under 2.1b: The RIRs jointly operate
the Internet Number Registry System. All RIRs shall jointly devote
best efforts to ensure that all areas are able to continually
receive RIR Services.</p>
