I would suggest adding this section

*Harmonization of Regional Policies:*

Each RIR shall collaborate with the other RIRs to promote consistency
across Regional Policies and, where feasible, to develop globally
coordinated policies that minimize administrative and operational burdens
on Resource Holders.
