Suggestion made that in the cases above, elections and voting are replaced by selection. Selection may include "elections", but other means for appointing governing body, unless the democratic effect of the election is a requirement.

it may be good to treat the following elements : "the Continuity (4.1,m)", "emergency continuity (article 5)" and "the handoff 6.3(a)" , by imposing that each RIR maintain and follow continuity and transition framework including readiness to develop and implement plans for emergency continuity or transition to successor.
Rationale
---------
- Make the continuity requirements general and more global
- RIR services include services other than registration services (RDNS, DNSSEC, RPKI [ Members Engines, repositories]) which must follow dedicated transition plan.
- Such Continuity and transition framework can be use to replace the "derecognition" in the lifecycle of a RIR
- The document may be titled : "Governance Document for the Recognition, Operation, and "Continuity" of Regional Internet Registries
III-
Suggestion made that it is required that "emergency operator" or "successor" be incorporated in the RIR service region and operate from the region
IV-
Suggestion made that it is made explicit that Candidate RIR must adhere to the goals and the structure of the Internet Numbers Registry systems as defined in RFC7020.
Rationale
---------
- There are dissenting opinions in the community about the role, mandate and scope of the RIR.
- The impact criteria at 3.1(e) sounds to cover this, but it may be good to make this point very clear and explicit.
