SO: No it doesn't address the concern, Africa region can be said to be
receiving RIR service prior to formation of AFRINC but that service was not
from the region and that will satisfy the wording under section 2.1b. My
suggestion recommends a more intentional effort that ensures an RIR exist
in any particular region as we currently know it
