The opportunity given under section 2.3c(i) would rather be a second attempt and not the first and only. So i suggest a wording similar to below: "Where applicable the subject RIR may provide a response within 7 days of publication of the proposal on why it should not be derecognised" This needs to occur prior to section 2bii Section 2.5 Coordination Limitation - It will be good to put a wording that clearly states that each region will have at least a functioning RIR. A wording similar to below can be added to the statement in section 2.5: "However each region shall have at least 1 Internet Registry. Alternatively. A new line can be introduced under section 2.3b with wording similar to below: "Should the subject RIR be derecognised, effort shall be made by the rest of the RIRs and ICANN to ensure a new entity from within the region is promptly recognised to serve the region affected" A timeline can also be added to the above text if necessary.
