<div>If we could decentralize the GAC function by having an African GAC that consolidates Africa's position on key public policy issues. That would encourage enhanced participation by African governments while at the same time giving African governments an opportunity to speak in one voice (common position) at the global level (GAC of ICANN). I think this is something that ICANN should both facilitate and support.<br>
