Snowden revelation had nothing to do with ICANN 

IGF to become world Internet council would not satisfy ntia as it's intergovernmental organized by UN 

Further it's only the stewardship that is in transition hence oversight of ICANN is not the issue. ICANN has community oversight

There may be opportunity for ICANN to be under international law
