[DNSSEC-Ops] Reverse Delegation 196.201.8.0/22

We are having trouble with reverse DNS for the IP block 196.201.8.0/22.
While working on local DNS and added on the AfriNIC portal, the AfriNIC servers result in NXDOMAIN.
