[DBWG] 1x whois server not responding

Hi AfriNIC NOC,

in DNS for whois.afrinic.net IPs 196.192.115.21 and 2001:42d0:2:601::21 
are returned. (amongst others)

This might be the same host.

These IPs are responding to ping, but not to whois.

This might have started between 0:20 and 1:20 UTC

I believe the https://status.afrinic.net page is wrong to state that 
"WHOIS DB Queries" - whois.afrinic.net:43 are working.
I'd say they're working only 3/4

Please check.
