I ran the test from a location which is about 42 ms away:

   PING rrdp.afrinic.net (196.216.2.29): 56 data bytes

   64 bytes from 196.216.2.29: icmp_seq=1 ttl=60 time=42.656 ms
   64 bytes from 196.216.2.29: icmp_seq=2 ttl=60 time=42.791 ms
   64 bytes from 196.216.2.29: icmp_seq=3 ttl=60 time=42.768 ms
   64 bytes from 196.216.2.29: icmp_seq=4 ttl=60 time=42.860 ms

   --- rrdp.afrinic.net ping statistics ---
   5 packets transmitted, 5 packets received, 0.0% packet loss
   round-trip min/avg/max/std-dev = 42.656/42.775/42.860/0.067 ms

The download speed which you got is a bit slow.  It is non-optimal, 
in my opinion, for downloading a 35 MB file.  Thanks for the 
traceroute from different vantage points; there might be some 
congestion along the path to AS 33764.
