Something about
Phase 2
  Inconsistency dashboard
    No existing route(6) objects for resource member (with ASN and IPv4
or IPv6)

Maybe this should be without the condition of resource member needing to
have an ASN. If they have IPv4 or IPv6, then chances are high that they
want/need/should create a route(6) object (in my view independent of
them having an ASN).

PS: also support Ben's contribution.
