No, but NRS representative said that he represents AFRINIC and he works with AFRINIC. 

That we can pay at their premises once it's in place. 

Members should be informed of the situation.

I think that AFRINIC will have informed these members if this was the case. 
Also, he is thinking of selling IP addresses and setting up an office there and NRS offers us free ISO standard training.
