Quite the opposite? I am strongly in favor of an open, transparent RIR for Africa run according to similar rules and processes to other RIRs in an above board manner and according to the rules laid out in the bylaws, CPM, and RSA.

Yes, but open communication with the community is a vital component of democracy. You can have open communication and still fail at democracy. You cannot fail at open communication and still have democracy. AFRINIC is currently failing at both.

If your idea of Democracy is that you elect leaders and the leaders are then free to do whatever they wish without reporting to or being held accountable by the community they serve, then one of us fundamentally misunderstands the concept of democracy.
I?m pretty sure it isn?t me and I stand by my original statement quoted below.

No, AFRINIC _SHOULD_BE_ a membership driven organization. Currently it is a board driven organization and the board is, IMHO, driving it off the rails. I would welcome the day when the membership sees fit to replace the current board with one that is open, transparent, and accountable to the membership and the community. Today, we have a board that, despite it?s promise to timely publish the minutes of board meetings still has not published minutes of its meeting held 13 September, 2021. They have published minutes for at least one subsequent meeting, said minutes even referring to things that occurred in the 13 September meeting. Given the incredibly sparse amount of detail in the minutes (far less transparency than I have seen from any similar board in my lifetime), I fail to see how you can make any such claim that the board is open, transparent, or communicative with the members or the community.

Those communications have been selective and incomplete at best and AFRINIC, much like Donald Trump has claimed that they say things they do not actually say. See for yourself? The most recent ruling published by AFRINIC does not show that AFRINIC won anything on the merits. The judge ruled that the appeal was moot because an existing injunction already provided the relief sought. The judge further misconstrued it as an abuse of process because the judge failed to recognize that the remaining injunction was sought after the appeal was launched. This is all documented in the ruling AFRINIC sent to the mailing list, see for yourself.

If that?s what they were doing, it would not hurt me at all. However, Internet number resources are not continental in nature. They are a global community resource. The RIRs are merely stewards on behalf of the world community and collectively the operate a single registry assuring uniqueness of registrations among cooperating entities. This isolationist and protectionist attitude I keep hearing from various posters is completely contrary to the overall spirit of the internet which is intended to be a communications network without borders for the purpose of democratizing communications among all the worlds peoples. We are still short of that goal and there is much to do in order to achieve it.

Frankly, the best thing AFRINIC and Africans could do to ?protect? Africa would be to deploy IPv6 and render IPv4 addresses utterly and completely irrelevant in the context of Africa and eventually the world. Instead, AFRINIC is pouring millions of dollars of member money into prosecuting a single member for alleged breaches based on claims that their bylaws and CPM prohibit things that are not actually prohibited. Nowhere in the AFRINIC bylaws does it restrict out of region use of addresses issued by AFRINIC, save for a requirement that the company must be providing services in Africa. Both Larus and Cloud Innovation do provide services in Africa. There is no requirement that those services be exclusively in Africa nor is there any requirement regarding any percentage of those addresses be utilized within the AFRINIC service region.

There is a geographical requirement in the CPM regarding resources issued after the beginning of Soft Landing Phase 1. However, Cloud Innovation holds no such resources.

There is a requirement to notify AFRINIC when the utilization of addresses changes from their original purpose. AFRINIC was duly notified through whois updates when this occurred. Indeed, Cloud Innovation has been remarkably diligent in their whois updates and from my observations, moreso than the vast majority of large AFRINIC members.

Indeed, they do deserve to be applauded for convincing a judge to rule in a manner so completely contrary to established precedent and the law.

Congratulations, indeed. I hope they enjoy this small victory while it lasts. Eventually, this will end up in front of a court to be judged on the actual merits of the case. At that point, AFRINIC will almost surely be found wanting.

Jordi is not the one who is confused here. Democracy != Transparency.

Transparency is a prerequisite to democracy.

That?s exactly what he has said each time after his first post which contained an unfortunate and inaccurate equivalency.

If you prefer it in mathematical terms, transparency is a true subset of democracy. (At least any functional democracy).

Supposed democracies without transparency include nations such as Belarus and China. Few people think of those nations as democratic.

Indeed, even the US is guilty of insufficient transparency, IMHO and has become far less democratic than it should be.

My position here is not animus towards AFRINIC as an institution. My position here is that an organization that is to be trusted should follow its own rules and act accordingly, with transparency, accountability, and propriety.

AFRINIC did the soft launch of an alpha version of the MyAFRINIC v2 on 20th December 2021. 

 

We are pleased to announce the recent stable version was deployed earlier in February 2022, which allows us to test the portal?s functionality through valuable user feedback. This approach will allow us to build towards the second version of MyAFRINIC based on the needs of the platform users. 

 

We are opening this opportunity to our community members to be Beta Testers during the Alpha Release. Beta testers will:

Hi everyone,

The DNS Security Extensions (DNSSEC) add integrity and authenticity to the
Domain Name System (DNS). Now, more than 17 years after their
standardization, we would like to hear from DNS recursive resolver operators
about their experience with DNSSEC. For this reason, we have set up a short
survey. It?s directed mainly towards organisations that run a recursive
resolver. Filling out the survey should take roughly 5 to 10 minutes.

The African Internet Summit 2022 (AIS?22) Secretariat is pleased to announce the Call for Technical Presentation abstracts from the African Internet Community wishing to make presentations during the meeting that will take place from 30th May-3rd June 2022. Over the past two years, the meeting has been taking place online, however, AIS'22 will take a Hybrid format. Here, the focus is on seamless collaboration and on content sharing both in-room and online making the meetings as intuitive and straightforward as face-to-face meetings. Remote delegates will join the meeting online while In-person /onsite delegates will sit together in a dedicated meeting venue.

The Technical presentations sessions have provided a forum for both experienced and new delegates to discuss technical topics related to Internet development in Africa.

To enrich the discussions and share knowledge with the community at AIS?22, we are seeking presentations on a wide range of issues, broadly related to access, development and digitization of the Internet in Africa. The Presentation can be in the form of a presentation during a session, a tutorial, or a demonstration.

We are specifically interested in presentations focusing on:

Internet Governance.
Internet Measurements.
Core Internet Infrastructure.
Community networks.
Business Practices and Higher Education in the Age of Technology
Network data security and management, attack mitigation.
IP network architecture, sizing, configuration and administration.
Routing and switching protocols, including unicast, multicast, anycast, SDN, etc.
Cloud Computing.
Open Data/Big Data.
Technology and Content Production.
 Relations between Mobile Operators and the Internet Community
Applications for end-users (e.g. e-mail, HTTP, DNS, NFVs, etc.)
IPv6
Peering, Internet traffic exchange, IXPs

AIS?22  Speaker Guidelines

Presentations should be 10 minutes long, with 10 minutes of Q&A at the end of each presentation.
The presenter should articulate their presentation slowly allowing room for interpretation.
The maximum time allotted per presentation will not exceed 25 minutes.
The Presenter will be required to use the AIS'22 Presentation Template. Available for download at : https://2022.internetsummit.africa/slides-template
The presenter(s) will be required to upload their final presentation in PDF format, no later than five (5) days prior to the presentation date.
 Presenters are responsible for producing any handouts if required. There are usually approximately 200 delegates in each session.
Presentations with marketing and/or commercial content will not be considered.

AFRINIC Outreach
This month saw a number of collaborations with different governments and meetings with AFRINIC resource members. AFRINIC participated in the 5th Smart Africa Council of Ministers of ICT (CMICT5), which took place in Congo Brazzaville. The AFRINIC team interacted with over 20 African Ministers among other Government representatives on the role and the importance of AFRINIC in the ecosystem of the African Internet Governance and the digital transformation the continent is embracing.

The AFRINIC Team visited Benin and Cote d'Ivoire from March 07th-11th  and 14th -18th March 2022, respectively, as part of our 2022 outreach initiatives now known as the ?AFRINIC Jenga Project?. Here, the AFRINIC delegation met with AFRINIC Resource Members, the ICT Ministers, Regulators among other sector players in these countries and discussed opportunities to leverage further collaboration and increase adoption of AFRINIC services to accelerate the digital transformation in the region.

The Africa Internet Summit 2022 (AIS?22)
The Africa Internet Summit is set to take place in Mauritius from the 30th May-3rd June 2022. This year we are looking at having the Summit in a Hybrid meeting format. Delegate Registration for this meeting is ongoing <https://2022.internetsummit.africa/component/afmeeting/?view=register>.
The AIS?22 Secretariat is also calling on members of our community to share their innovations and projects during the Summit through presentation proposals. <https://2022.internetsummit.africa/call-for-presentation> We are providing our community members with an opportunity to submit presentations and further information on how to submit in the Presentations Proposals Guide available on the AIS?22 website <https://2022.internetsummit.africa/>. A further call is made to our community to support the meeting through  Partnerships and sponsorships <https://2022.internetsummit.africa/sponsors>. We are appealing to African ISPs to fully participate in the AIS?22  and support regional meetings through such partnerships.

MyAFRINIC Member Credentials
It has come to our knowledge that some of AFRINIC resource members may have been solicited and enticed with financial incentives for the purpose of sharing their MyAFRINIC login credentials <https://afrinic.net/20220325-access-to-myafrinic> in view of the AFRINIC's forthcoming Board Elections. Whilst such attempts are strongly condemned, it is important to remind the AFRINIC Community that it is essential that the integrity of AFRINIC's elections is preserved at all times.

Court Updates
Coming back to the appeal that was initiated by Cloud Innovation Ltd, you will recall that AFRINIC received a favourable judgement on 14 February 2022. As such, the case that Cloud Innovation Ltd had initiated on 24 March 2021 is now closed. As for the other cases, those are still pending, and we trust that they will also be dealt with expeditiously. In the meantime, AFRINIC shall continue to collaborate with all institutions and other stakeholders as we continue to deliver on our mandate as a responsible Regional Internet Registry.

Ce mois-ci a vu un certain nombre de collaborations avec diff?rents gouvernements et de r?unions avec les membres d'AFRINIC. Divulga??o AFR?NICA

Este m?s houve uma s?rie de colabora??es com diferentes governos e reuni?es com os membros dos recursos AFRINIC. A AFRINIC participou no 5? Conselho de Ministros das TIC da ?frica Inteligente (CMICT5), que teve lugar no Congo Brazzaville. A equipa AFRINIC interagiu com mais de 20 ministros africanos entre outros representantes governamentais sobre o papel e a import?ncia da AFRINIC no ecossistema da Governa??o Africana da Internet e a transforma??o digital que o continente est? a abra?ar.

A equipa AFRINIC visitou o Benim e a Costa do Marfim de 07-11 e 14-18 de Mar?o de 2022, respectivamente, como parte das nossas iniciativas de alcance agora conhecidas como o "Projecto AFRINIC Jenga". Aqui, a delega??o AFRINIC reuniu-se com os Membros de Recursos AFRINIC, os Ministros das TIC, os Reguladores entre outros actores do sector nestes pa?ses e discutiu oportunidades para alavancar mais colabora??o e aumentar a adop??o dos servi?os AFRINIC para acelerar a transforma??o digital na regi?o.

Quanto aos outros casos, estes ainda est?o pendentes, e esperamos que tamb?m sejam tratados com celeridade. I have a comment and a question about this:

First, Eddy, why do you say "you will recall that" ?  Maybe I haven't
been paying close enough attention to goings on in your (Southern)
hemisphere of late, but I really didn't know about this development
until now.

Second, Eddy, it is my recollection that Cloud Innovation and/or Lu Heng
had also and separately lodged a lawsuit for defamation against both yourself
and against the AFRINIC Board Chairman.  Has that matter also been resolved,
or is that matter currently still ongoing in the courts?
