That section of the bylaws - is drawn directly from the companies act and deals explicitly with proxies - it does not deal with multiple admin contacts.
In the context of AfriNIC because if the way it is structured - members are effectively shareholders. I’d you read section 115 of the companies act - anyone who is entitled to receive the notice of meeting is entitled to participate fully in the meeting - and that clause does not allow for company constitution override
