After several concerns raised from community members on the virulence of exchanges on AFRINIC mailing lists, AFRINIC had to make very difficult decisions regarding how to best apply the community code of conduct to the public mailing lists in an attempt to safeguard the community from being subject to these inappropriate behaviours while allowing people to express thoughts and critics freely. https://afrinic.net/code AFRINIC does not take such decisions lightly and is in need of guidance from the community on the best way moving forward on dealing with the cases that clearly mix public harassment with useful feedback. It is key that we as a community have clear guidelines that allow us to prevent constructive criticism from turning into public persecution and slander. In this presentation from AFRINIC, there have been two "imprecisions". I prefer to use this wording instead of something stronger, because to me those are very severe issues. I've asked in the Q&A to get this publicly clarified and it was not done. AFRINIC MUST publicly acknowledge the mistakes. 1) It was explained that the AFRINIC PDWG co-chairs resigned. You can see it at the end of the presentation. https://www.youtube.com/watch?v=5ODvgxbMErs#t=35m50s 2) It has been said that one of the policy proposals that reached consensus hasn't been sent to the Board for ratification, which is not true, as discussed in the RPD mailing list. The co-chairs did send the policy to the Board, but the Board decided to ignore it, because it looks like they want the chairs to follow a format that has never been enforced before and it has not been approved by the community, neither the PDP. As a consequence, all the participants that usually have the Q&A windows closed (in Zoom), were not able to see it, and they may be still under the impression that it was a resignation, not a recall. I understand that was out of the hands of AFRINIC, so I?ve copied back the relevant APNIC mailing list, so this correction is now clear. Regarding point 2, the co-chairs indicated that they have sent an email. The PDP doesn?t state any explicit format or template. The list dicussion shows that the staff asked them to follow a format used by previous chairs, but the PDP doesn?t ask for it, so it can?t be enforced. The Board deny having got that report, but they never denied having received the email. Again: the PDP doesn?t enforce any specific format, so we need to see the email to understand if the Board is missing something and actually *informed* the co-chairs about WHAT they missed. Can the Board *confirm* or *deny* if they GOT SUCH EMAIL? That will clarify the issue and if the (ex)co-chairs can forward that email to the list, that will be awesome, but meanwhile, even if the co-chairs have been recalled, I don?t have any reasons to believe that they lied in sense that they didn?t sent the email. Hi Madhvi, The correction of my point 1 was done in the Q&A screen, but not in ?voice?. @Jordi, this was already discussed couple of times here. If I can remember correctly the ex-cochairs never sent a copy of their email to the list.... Regards, Jordi @jordipalet Cheers, Darwin-. You can see it at the end of the presentation. https://www.youtube.com/watch?v=5ODvgxbMErs#t=35m50s The AFRINIC staff corrected the initial statement made in his presentation and mentioned that the Co-chairs were recalled in the Q&A feature. 2) It has been said that one of the policy proposals that reached consensus hasn't been sent to the Board for ratification, which is not true, as discussed in the RPD mailing list. The co-chairs did send the policy to the Board, but the Board decided to ignore it, because it looks like they want the chairs to follow a format that has never been enforced before and it has not been approved by the community, neither the PDP. See slide 6 at https://2021.apricot.net/assets/files/APSr481/afrinic-update-apnic51.pdf i) The PDWG is under the impression from a previous correspondence of the now ex-co chair AbdulKarim that the co-chairs had already sent the ratification reports to the Board. ii) There were requests on the rpd mailing list to the outgoing co-chairs to share the mails that they have sent to the Board with the PDWG and there were no responses. iii) The Board Chair informed the community on 14 Feb 2021 that the report for ratification was not received. https://lists.afrinic.net/pipermail/rpd/2021/012363.html iv) It is incorrect to mention that the Board wanted the chairs to follow a specific format. This is a misinterpretation of the information provided by the Policy Liaison to the mailing list in regard to the report template. https://lists.afrinic.net/pipermail/rpd/2021/012374.html Regards Madhvi _______________________________________________ RPD mailing list RPD at afrinic.net https://lists.afrinic.net/mailman/listinfo/rpd ********************************************** IPv4 is over Are you ready for the new Internet ? http://www.theipv6company.com The IPv6 Company This electronic message contains information which may be privileged or confidential. Today, more than sixty five (065) individual registrations has been listed as participants in the AFRINIC?s webinar on ?Public Persecution vs. Constructive Criticism on AFRINIC mailing lists? [1]. ...i have understood that meeting as a good mean to fostering participation & engagement in AfriNIC's community. These are my personal notes/observations/contributions on differents matters relevant to fostering participation in the AfriNIC's community: ~?~ *1| Encourage anonymous [2] participation, because it covers legitimate rights of individual participants; but anonymous participantion *must* not be an acceptable mean to bypass the CoC or any well defined AUP. *2| Anonymous participation rights *must* not including the right to participate on any selection process as to vote on any election. Because any rightful voter must be identify to be able to vote ; so that the 'one man; one vote' principle could be applicable. *3| The mailing list archive is a precious tool which *should* be preserved on the first hand. Therefore there are very few things/usecases for which it *should* be envisaged to *redact* part of clairly identified *offending* (such as a URI locating a dangerous attached file unexpectedly passed onlist; text or link to porn materials or any assessed as dangerous URI inside a clair spammy email, ...) materials unexpectedly shared onlist. No reference to any email should be removed to a mailinglist archive, but exceptionnaly, if there is a really dangerous email which has unexpectedly found its way to appear on a mailinglist archive; some direct appropriate actions should be taken as earlier as possible. Such actions could include a partial modification of the proved as *offending* email or containing some proved *offending* URI or attached file... *4| Other actions we should engage on, to foster community participation, is : about ensuring a minimum of coherence between all the ToRs or Guidelines of the differents Committees...not including the PDWG's ones. *5| ... ~?~ ...i know you have your own thougths/ideas on it :-) Please feel free to share your views/comments on these ones... __ [1]: < https://lists.afrinic.net/pipermail/community-discuss/2021-February/003974.html > [2]:[rpd] Anonymity & Profiling Internet Community Members? Internet Routing Registries (IRRs) facilitate the validation of routing information by other network operators on a global scale and form one of the fundamental building blocks of routing security on the Internet. As a network operator, documenting and regularly updating routing policies as well as other related route announcements is the best common operational practice. It is also one of the Mutually Agreed Norms for Routing Security (MANRS') actions that a network operator can implement to demonstrate a commitment to running a safe and resilient Internet. In this webinar, you will learn how to implement your routing policy in the AFRINIC free IRR service as well as how to use it for various key network operations. By the end of this session, participants should be able to: ? Identify the various IRR objects and the function of each ? Implement their routing policies in the IRR using the aut-num(AS) object ? Generate BGP filters from the IRR for their network operating systems Please use the following link to register, and don't forget to add the event to your calendar: https://us02web.zoom.us/webinar/register/5716147610107/WN_Ve9Jky2fTnC_IsS1A0qrtA Date: 18th March 2021 Time: 12:30 UTC This webinar will be in English, and as usual, we will also organise the French version that will be announced at a later date. The alternative would be in line with the Policy > Development Process. The time required is approximately 32 days. > > Regards, > S. Moonesamy > > Board Chair, AFRINIC First, I am stunned and dismayed that the chair?s focus appears to be on Criticizing Dr. Nyirenda?s efforts towards transparency and accountability rather than addressing the substantive issues he raised. Second, it is a further demonstration of this line of thought that the chair removed the community and policy lists from the target audience of his message. Mr. chair, what is not good practice here is to attempt to manipulate the workings of a duly constituted committee outside of the view of the community and without proper consultation of the community in the process. Section 3.1.2 covers how the AC should be appointed when being constituted or reconstituted. It is silent on the matters of how the committee proceeds once it is constituted or reconstituted as those matters are covered elasewhere in the TOR document. Specifically 3.3.4 and 3.4.1. The current remaining members of the appeal committee should be allowed to continue their work and finish the current appeal(s) and then the board can reconstitute the body as it sees fit. As to Noah?s accusation that the appeal committee has violated section 4.4, I do not believe that he or I have adequate visibility into the communications between the AC and the board, but would welcome clarification from either party. Certainly, if the AC has failed to provide the necessary communication to the board about extending the timeline, that is a violation of the ToR and should be rectified, but I think that issue is somewhat orthogonal to the board Interferring with the continuing process of the committee currently under discussion. Please find below updates detailing AFRINIC activities in March 2021. Community Consultative webinar I would like to thank our community members who attended the ?Public Persecution vs. Constructive Criticism on AFRINIC Mailing lists? Community Consultative Webinar. We had a total of 68 participants in the webinar. The AFRINIC mailing list is an essential avenue for policy building and continuous dialogue - our community?s heartbeat, where we engage in open, respectful discussions, on matters of importance to the African Internet community. From this webinar, we understood your perspective and we now pave the way for other such-like webinars where we listen to the views of our community. This webinar showed the sense of goodwill from our community, the desire for teamwork in our community, and the trust you have for AFRINIC. I wish to assure our community that we will make sure to address the concerns raised in the shortest time possible to see us get to a point where it is safe to contribute to discussions on the mailing list. We want to ensure that we create an environment that is conducive enough and helpful for everyone to participate freely and where people are safe to contribute. An executive summary for the webinar has been published. AIS?21 Online The African Internet Summit (AIS?21) Online / AFRINIC 33 will take place on 31st May- 4th June 2021. Registration for this meeting is now open, and delegates are requested to register before 21st May 2021. The virtual session will follow the tentative program below: 31 May 2021 - AfNOG Technical Session 1 June 2021 - Af* Meeting 2-3 June 2021 - AFRINIC-33 Public Policy Meeting 4 June 2021 - Annual General Members Meeting (AGMM). Updates on the Mailing list clean up Exercise To safeguard the community from being subject to inappropriate behaviours, we have developed mechanisms to verify and authenticate the mailing lists? users. The terms of use are now approved and we are working on its implementation starting with the community-discuss mailing list. AFRINIC Office Closure There has been another wave of COVID-19 infections in Mauritius. The Mauritian authorities have announced a countrywide lockdown in the next two weeks. For our staff?s safety and to comply with the government directives, the AFRINIC office will remain closed for any walk-in services during this time. We have put in place measures to ensure that all our services are available, albeit online and the AFRINIC Team is in a position to provide services. Appreciation to all Volunteers in the African Internet Community Our community is backed up by men and women who have given their time and even expertise towards various projects and in different groups and I would not end this update without appreciating our community members who double up as volunteers engaging in discussions on the mailing lists. Moreover, they take time out of their busy schedules to participate in consultative sessions whenever they are called upon. I think it is only fair that I acknowledge these groups: The Board Members, the members of all working groups and our volunteer translators. Thank you for your service. I wish you well as we pursue our common goals and aspirations. Thank You. Kind Regards, Eddy Kayihura, Chief Executive Officer, African Network Information Centre (AFRINIC). www.afrinic.net ????????????? I stated that the only way for removing anything (even porn, terrorism, etc., which by the way are extreme cases, that never happened in any RIR or IETF mailing list, unless I missed it), is by means of a court order. Expanding that, this is also the way to ensure that AFRINIC has no responsibility if something like that happens. AFRINIC can demonstrate in that case that: It was not AFRINIC posting. AFRINIC noticed that this may be illegal and asked the authorities to confirm if it should be removed. AFRINIC clearly is not liable for that, it is just a ?record keeper?. Regards, Jordi @jordipalet El 17/3/21 9:51, "Eddy Kayihura" escribi?: [French, Arabic, and Portuguese versions below] Dear Colleagues, I hope you are keeping well. Chers coll?gues, J'esp?re que vous vous portez bien. AFRINIC is the only RIR with IPv4 addresses in its free pool, 1,866,240 to be specific. This is, of course, grossly inadequate to meet Africa?s current IP address needs, making IPv6 the only sustainable way to continue to grow the potential of the Internet in Africa. As of today, that?s why after having trained over 6000 engineers from 50 countries, in 2018, we designed and organised the world?s first deployathon as a mechanism to shorten the time between learning about IPv6 and actually implementing it. In 2019, we ran 5 deployathons in which 55 network operators have participated and, within 3-4 days, were able to accomplish 146 deployments KPIs. In 2020, we redesigned the event and organised it entirely online. Nevertheless, 30 organisations from 14 countries were able to accomplish 23 deployment KPIs: 7 validated route6 object 4 address plans in IPAMS 4 advertised IPv6 prefixes 2 validated RPKI ROA objects 2 IPv6 traffic from test VLAN 1 IPv6-enabled DNS 1 IPv6-enabled website 1 IPv6-enabled email 1 network with IPv6 user traffic If selected, you will get the same step by step guidance, tools and techniques we?ve perfected in 7 (e-)Deployathons and 91 helpdesk calls to help you move your IPv6 deployment one clearly measurable step forward in full accordance with your network change management processes. Date: 30th March to 1st April 2021 Time: 9:00 to 13:00 UTC (4 hours each day) Location: Zoom Eligibility: Qualified engineers from any country in Africa Main Language: English Register here: https://vox.afrinic.net/375774?lang=en Deadline for applying: 22 March 2021 If you are an engineer who runs a network and believe that you can make one concrete visible step towards IPv6 deployment (or advance your stalled IPv6 deployment), apply for a spot here. Only 35 spots are available for this webinar. Good! Because now I may perhaps be able to finish making the point that I tried to make during the recent Zoom meeting... before my mic was improperly and uncerimoniously muted. That point was just that I personally find it highly disingenuous that the management of AFRINIC has taken the time to manufacture a great fuss over my rather modest and most probably PERFECTLY LEGAL exercise of free speech... an exercise of free speech of a kind that is only sporadically and inconsistantly criminalized in a few remaining rather backwards national jurisdictions... even while AFRINIC management has apparently NOT found the time or energy to even make any inquiry, over the past entire year, about the status of the vastly more real, vastly more serious, and vastly more impactful case against Ernest Byaruhanga. It seems that when a poster to these mailing lists even vaguely hints at some incapacity in the Mauritian administration of justice, then *that* becomes a REALLY BIG DEAL warranting a swift, immediate, and forceful response from AFRINIC. On the other hand however, if one is a former AFRINIC official, such as Mr. Byaruhanga, who has provably stolen tens of millions of dollars worth of valuable AFRINIC inventory, then THAT matter is of such little concern to AFRINIC magagement that management will only make a perfunctory report to local police and then promptly forget about the whole thing, forever. The contrast here could not be more stark. I got publically flogged for simply having the audacity to speak the truth, even while Ernest is, as we speak, most probably sipping a vintage chardonnay on the veranda of his Ugandan mountaintop retreat without a care in the world. In addition to vast gobs of IPv4 address space, Ernest Byaruhanga also stole from AFRINIC most of the remaining threads of its already badly tattered global reputation. What has either maganement or the board done in the way of seeking justice with respect to Ernest Byaruhanga over the past year and a half, since his massive thefts were discovered and made public? Anything? Anything at all? >From where I am sitting it appears that both management and the board most probably have spent more time and cycles and bandwidth insuring that I would not speak ill of the Mauritian judiciary that they have spent on even inquiring about the (alleged) Mauritian police "investigation" of Ernest. As I have said, I don't mind that I have been chastized for possibly straying slightly outside of the local legal limits on free speech, such as they are, there in Mauritius, but given the entirely petty nature of this supposed offense, and the great mountain that has been made out of this molehill, is it really too much to ask that AFRINIC management should show at least proportional or equal concern about Ernest's massive thefts? Is it really too much to ask or expect management to spare a few moments to at least inquire about the status of criminal case against Ernest, or to ask why the Mauritian police have seen fit to do absolutely nothing about this huge set of thefts for well more than a year now? (I will refrain from any comment regarding the competence, or lack thereof, of the Mauritian police, since anything that I might have to say on that score might conceivably be locally illegal within Mauritius also.) Regards, rfg P.S. Most shockingly, even to this day Ernest Byaruhanga has not been charged with any crime in any country. Thus, no international Red Notice has been issued for his arrest, his passport is fully functional and unblemished, and he is thus free to spend his weekends lazing on the beaches in the south of France if he so chooses, coming and going from Uganda to any other part of the world as may suit his fancy. I ask the community to consider whether or not this is as it should be, and if not, why it seems that nobody except me even gives a damn, one way or another. P.P.S. I hope that everyone will properly appreciate the humor and the delicious irony of my treatment versus that of Ernest. Management has asserted that it was essential for AFRINIC to stiffle my free speech on this list, lest it somehow prejudice AFRINIC's position in the ongoing legal case brought by Mr. Cohen. And yet even as management was doing so, it was utterly failing to lift a finger to bring to the bar of justice the one man whose arrest and compelled testimony would most certainly sink Mr. Cohen's case once and for all, i.e. Ernest Byaruhanga. If management is seriously concerned about the outcome of the still- pending civil action, then shouldn't its first order of business be to make at least some effort to see to it that Ernest Byaruhanga is brought to the court in Mauritius, ideally in handcuffs, so that he may be examined? This is being shared with the list for the sake of transparency, clarity and for it to be on public record. Good! Because now I may perhaps be able to finish making the point that I tried to make during the recent Zoom meeting... before my mic was improperly and uncerimoniously muted. Mr. Guilmette, your intervention that lasted roughly 5 minutes was interrupted by the moderator as you had gone off of the topic of the session. The session?s topic was ?Public Persecution vs. Constructive Criticism on AFRINIC mailing lists? while your intervention was, as in this email, about legal actions taken against individuals. Thus, it was absolutely within the moderators right to end your intervention and listen to others that wanted to address the critical topic at hand. Mr. Guilmette, as AFRINIC has explained repeatedly, there are risk factors that come with allowing you and/or others to continuously use the mailing lists to slander and attack African national jurisdictions, especially the one that is currently deciding on the fate of the reclaimed resources. AFRINIC needs to be extremely vigilant on all risk factors that can potentially undermine its ability to reclaim misappropriated resources. A point that you seemed to appreciate in some of your emails. Mr. Guilmette, how the organization plans to reclaim back every single African IP address that was misappropriated over the years and how AFRINIC plans to hold those responsible for these acts accountable is not a matter of public record at this point in time. While we understand that your concern lies with the immediate prosecution of individuals, the reclamation of the resources and more headlines, our priorities as custodians of the African internet number resources are ordered differently with the reclamation being our top concern followed by anything else. P.S. Mr. Guilmette, you have clearly been given every right to speak your mind freely and openly even beyond what many consider to be a ?decent exchange of thoughts and critics?. You have been given the benefit of the doubt time and time again as you have been bringing forward useful information that has aided, to some degree, in unravelling issues related to the misappropriation of African resources. AFRINIC has taken every measure to try to benefit from what you have to offer while communicating that we prefer to have a more civilized exchange. We ask you yet again to re-examine if you are not alienating yourself and your cause here by your actions. We look forward to your future constructive criticism. However, if you are found in breach of our code of conduct you will be dealt with as anyone else on the list. There are no personal agendas or vendettas, just an attempt to rebuild our community and fix what needs to be mended. I am, as should now be obvious, far more concerned with the latter than with the former at this moment in time. And since you are quite self-evidently evading and avoiding providing any answer at all with respect to "holding those responsible accountable" you force me to once again repeat my primary question: Why? Why is it that, after a year and a half, the members and the community still know absolutely nothing about the progress of the case against Ernest, or conversely, the utter lack thereof? Why is every last detail about this still, and to this day, shrouded in secrecy? Why is this still, after a year and a half, "not a matter of public record"? And whose benefit is served by sweeping this whole matter, and the status of the man primarly responsible for these thefts under the carpet? I have asked an even much simpler question, to which I have also gotten no response, no matter how many different ways I have tried, publicly, privately, and every possibility in between: Has anyone in AFRINIC even lifted a finger to so much as make a simple follow-up inquiry to the Mauritian police about this case within the entire past year? And if not, why not? Obviously, even that minimalist step has not been done. If it had been, then you would be here crowing about it. This isn't about headlines. This is about justice, and about how AFRINIC seems intent on effectively turning a blind eye towards even the most extraordinary and eggregious criminal behavior, at least when it is perpetrated by one of its own highly placed staff insiders. Prove me wrong. This also isn't about "priorities". It would take ten minutes for either Eddy or any board member to call up the Mauritian police and just say "Hey! Remember that case of grand theft that we reported to you more than a year ago now? What ever happened to that?" This small investment of ten minutes is hardly going to interfere with whatever other grand plans and long term projects AFRINIC may be working on at the moment. The fact that neither Eddy nor any board member is even willing to invest a mere ten minutes to make such a simple and reasonable follow-up inquiry is quite certainly suggestive, not merely of apathy, but of a deliberate decision, made in bad faith, to quietly let the wole matter drop.... because after all "Ernest was one of us." In any open and transparent organization, country, etc., etc., the principles of freedom of expression and NON-censorship are presumed. I don't know of any mailing list from IETF, RIRs, or many other open and transparent organizations of the Internet ecosystem that has removed any emails from the archives. I'm not saying it never happened, but I'm now aware of it, so unless my memory fails, it didn't happen in the organizations where I participate. So, I insist that the archives of mail exploders are "factual notetakers", so if AFRINIC (or any RIR, IETF, or "open and transparent" organization) believes that an email should be deleted from archives because it constitutes a "crime", it should be decided by a court, not any organization. Otherwise, you are censoring, because you may delete something which is not actually a crime, even if you believe it. Regards, Jordi @jordipalet ?El 29/3/21 10:26, "S.
