I have no idea where you are getting this figure, but I guess that you are
pulling out of your backside, along with the rest of your uninformed
personal opinions. I certainly have never made any such assertion.

That last time that *I* looked, some months ago now, well over 90% of
Cloud Innovation's AFRNIC-issued IPv4 space was routed to places that
were not even anywhere near Africa.
