The event brought over 500 delegates around the virtual table to discuss Internet growth and development, both regionally and globally. I would like to once again thank you all for your contributions and participation towards a successful AIS20. In the meantime, we have also been busy with the projects previously communicated online training sessions, RPKI, the WHOIS accuracy, and MyAFRINICv2, to mention a few. However, in this message, I wanted to focus a little more on the Strategic Plan 2021 ? 2023. We are currently in the final stage of approving the plan after collecting your feedback. We aim to focus on growing into a customer-centric organization as we also work towards the review of our business model. I have followed the discussions on the members' list, and I am glad to see that our strategic plan is aligned with our membership's recommendations. I have tasked our stakeholder engagement team to pilot a few engagements with our membership and the community to discuss means of improving your experience in dealing with AFRINIC and exploring avenues of better collaboration with our growing membership in the countries your operations. For those interested in partnering on hosting and organizing these pilot engagements and bringing them to your local communities, please reach out to us at engagement at afrinic.net, and my colleagues will be in touch. Last but not least, I would like to say farewell to George Nyabuga, AFRINIC's head of communications. He served AFRINIC and its community, and organizing a smooth AIS20 during this challenging time was his last task as AFRINIC staff. We wish him all the best in his future endeavors. In the legal case that I initiated. AfriNIC, including the CEO of AfriNIC are hiding it from the community. AFRINIC CEO is hiding it in his latest report as well when he linked in it to the "Legacy Resource Holders" (https://afrinic.net/membership/legacy-resource) while in the legal case AfriNIC are secretly and hiddenly trying to impose all the adopted policies (that are contractual in RSA) on any legacy resource holder that didn't sign an RSA. If AfriNIC will win the legal case - it will mean legacy netblocks are no longer legacy, and that there are obligations between legacy resource holders to AfriNIC and that if AfriNIC decide so then they can take legacy netblocks and they can delete them and they will be able to legally decide whatever they will want regarding any legacy netblock. I also would like to mention one more thing, regarding the statement of AfriNIC CEO to the community on 31th of Janaury 2020: https://lists.afrinic.net/pipermail/community-discuss/2020-January/003458.html Regarding the sentence: "We are also ensuring that the current holder/contact of the resources are provided with the opportunity of proving their ownership" - AfriNIC CEO lied to the community here because my email replies to AfriNIC were completely ignored (the reason known to me now is because there was an "email forwarder" set and the replies came from my main email address, with the correspondence of AfriNIC, just like with any "email forwarding" functionality). While on other occasions AfriNIC didn't ignore email messages coming from recipients after "email forwarding". AfriNIC deleted my netblocks that I purchased legally after they lied to the community according to the above sentence, and after they received more than 30+ email notification over a period of years to their "notify:" hostmaster at afrinic.net email address regarding them. Just one more point, nobody in the community is asking regarding all the non-legacy netblocks that were spread over for "free", including /11's ... when there was also a data loss ... only the legacy netblocks of me which I purchased legally and with money (didn't receive for "free") are interesting. I hope that the above will open your eyes. Kind Regards, Elad -------------- next part -------------- An HTML attachment was scrubbed... Guilmette) Date: Mon, 26 Oct 2020 18:42:26 -0700 Subject: [Community-Discuss] Notice to all the legacy netblocks holders in AfriNIC In-Reply-To: Message-ID: <79465.1603762946@segfault.tristatelogic.com> Elad Cohen is the Donald Trump of the Middle East. He is a pathological liar, a con man, and a thief. Much evidence exists to support this viewpoint, and somewhat less than all of that evidence has yet been seen by the public generally, and/or by the AFRINIC community specifically. (I am informed and believe however that current AFRINIC management is already well and truly aware of much of this additional evidence. All of it shall quite certainly be made public in due course.) Even in lieu of that additional evidence, it should already be plain and clear to all that Mr. Cohen has made, and continues to make, the most outrageous and unbelievable claims, backed up by exactly -zero- hard evidence whatsoever. He claims to have *somehow* purchased enormously vast gobs of valuable IPv4 legacy address space, from some unidentified party, while stedfastly refusing to name the party in question, or to produce a single shread of documentary evidence supporting his utterly outlandish claims. This is a game that we here in the U.S. are already quite familiar with. Critics of Mr. Trump's almost unbroken stream of ludicrous and outlandish claims, about his wealth, about the true source of his bank loans, and about numerous other of his superfically ridiculous claims have been begging Mr. Trump for over four long years now to produce his tax returns for public inspection, just as all other Presidents and presidential candidates have done here in the U.S. for that past 60+ years now. To date, those many requests have never been honored. Rather, Mr. Trump is always finding some new lame excuse for keeping his dirty little secrets secret. And those excuses change from day to day. So it is also with our Mr. Cohen. Ask him to produce even a single shred of evidence to support his claims to rightfully own several millions of dollars worth of legacy AFRINIC IPv4 address space and he evades, delays, and gives excuses. I suspect that at any moment Mr. Cohen may likewise claim to be the rightful owner of the gold fillings in my own teeth while likewise producing zero evidence to support that equally absurd claim. Furthermore, Mr. Cohen evidentally isn't even man enough to post here a copy of the legal complaint that he has allegedly filed against AFRINIC. He posts here, trying to persuade the AFRINIC community that AFRINIC management has done something wrong by simply taking back what he and his cohorts have stolen, and yet at this moment he is simultaneously pursuing a legal attack against AFRINIC, and thus also against the very same community that he is trying to persuade. It may be too obvious to even need saying, but I'll say it anyway: Mr. Cohen has a funny way of trying to gain allies for his personal financially-motivated jihad. What we *do* know about Mr. Cohen, and what there *is* hard documentary evidence to prove, is that he provided to various parties a number of clearly forged LOA documents as he was attempting to obtain routing for various parts of his stolen empire. The evidence is so clear and compelling that Mr. Cohen hasn't even bothered to try to dispute it. But then again, why would he? Anyone who spends at least two minutes looking at the documents in question can readily see the obvious, i.e. that the signatures and the "official" stamps on those documents are the results of a quick-and-dirty cut-and-paste job in PhotoShop. As I have previously noted elsewhere, these forgeries are so inept and silly that no self-respecting forger would even try to use such documents, or try to pass them off as genuine. Mr. Cohen does not wish to talk about those blatantly forged documents. Nor does Mr. Cohen wish to talk about the five abandoned legacy /16 blocks in the APNIC region that I caught him red-handed squatting on last year, i.e. the 168.198.0.0/16, 139.44.0.0/16, 143.136.0.0/16, 143.253.0.0/16, and 146.51.0.0/16 blocks, the first of which being the rightful property of none other than the Australian national government. And of course, Mr. Cohen does not which to talk about his pending lawsuit against AFRINIC, nor does he wish to post here a copy of his legal filing in that case so that members of this community could know, first-hand and precisely, what he is even suing AFRINIC for. (For all anyone here knows, Mr. Cohen may be suing AFRINIC merely over some unfortunate dog bite incident.) Just like our Mr. Trump, Mr. Cohen is also long on retoric and grievances and short on specifics and evidence. At the drop of a hat, and at every opportunity he bleats that he is the unfortunate and guiltless victim of some unseen secret cabal, which apparently now includes AFRINIC, all of whom are conspiring together to deter him from his mission of gathering unearned wealth unto himself, presumably so that he can ascend to his rightful place among the upper echelons of wealthy society in Israel. And as with our Mr. Trump, it is apparetly of no concern whatsoever to Mr. Cohen who he has to step on or who he has to steal from in order to pursue his hoped-for riches. I need to be clear about this. Mr. Cohen appears to bemoan the fact that AFRINIC has, at least in some instances, taken back control of -just- the WHOIS records and also, hopefully, the reverse DNS delegations for at least some of what Mr. Cohen and his various partners in crime have stolen. From where I am sitting, AFRINIC has not done this either thoughtlessly nor even terribly expeditiously. Quite the opposite in fact. I continue to be dismayed and disheartened at the glacially slow pace at which AFRINIC management has elected to remediate these self-evidently bogus and clearly fradulent entries in the data base. The unfortunate and utterly unnecessary delays that AFRINIC management has applied to what should have been some quite simple and straightforward data base corrections have allowed Mr. Cohen and his cohorts more than a full additional year of ill-gotten gains, earned on the backs of these stolen blocks, and as an additional reward for deceit and theft. (He is still profitably sub-leasing a great deal of IPv4 space in these stolen blocks to various parties, even as we speak, specifically with the aid and assistance of the Hong Hong based AS18013 and its freshly-minted made- to-order cousin, AS137951.) It has been entirely apparent for more than a year now that AFRINIC management and the AFRINIC board are all far more concerned with protecting their own asses, legally speaking, than they are in thwarting this ongoing criminal profittering or in simply doing the obviously Right Thing. The provably fradulent changes made to to the AFRINIC WHOIS data base could have been and should have been un-done the moment they first became known. Instead, management and the board have elected to take the path of least resistance, and to insist on their right and (alleged) obligation to do absolutely nothing unless and until the various and several legal representatives of the numerous long-dead companies that are the rightful owners of these legacy blocks show up on AFRINIC's doorstep to complain about these many and obviously related thefts. It is not necessary and should not be necessary for dead companies to rise from the graveyard of corporations to haunt the living into simply seeing what is obvious, plain, and right in front of their faces. Nor should it be necessary for corporate zombies to rise from the dead to motivate the living to respond to blatant thefts intelligently and promptly. AFRINIC should at long last complete its work on these matters, un-do the remaining frauds in the data base, and stop rewarding this ongoing criminal enterprise. The fact that it has so far failed to do so, even after more than a year of dawdling, will no doubt be a comfort and an inspiration to the next wave of crooks, con men, and charlatans who will in future see some hole, some new ploy, or some fresh opportunity to also and likewise defraud the slow-acting and slow-witted AFRINIC. Regards, rfg Ref: https://bgp.he.net/AS137951#_prefixes You may be forgiven for being perplexed at why an allegedly Hong Kong based ASN is routing all and only IPv4 address blocks that all have little South African national flags next to them in the above display. More significantly, you may also wonder why a great many of these blocks have little green check marks next to them, indicating an "authorized" route. The reason for this, in at least some cases, is that not only has AFRINIC management utterly failed to un-do the fradulent WHOIS data base entries that were already known about and publicly reported on LAST YEAR, but also and even worse, AFRINIC management has failed to prevent Mr. Cohen from -continuing- to make fresh fradulent entries in the AFRINIC data base, even into the current calendar year, for example, this one: route: 155.159.0.0/16 descr: Route-object origin: AS18013 mnt-by: MNT-SCS changed: info at afri.holdings 20200126 source: AFRINIC I look forward to the day, if ever, when AFRINIC will decide to stop allowing itself to be used by Mr. Cohen like a woman of the streets. He is a pathological liar, a con man, and a thief. ---- "Donald Trump" ? LOL. You are the one which is more similar to Donald Trump, both visually with your hair and with your views. Regarding all the characteristics that you wrote, too bad that I cannot sue you because you have nothing and that is the only reason that you are being used by the illegal anonymous organizations "The Spamhaus Organization" and "Ops-Trust" to be their front person, but no worries - because anyone that did repeat you will be sued and the company of anyone that did repeat your false proofless narrative - will be sued. ---- Much evidence exists to support this viewpoint, and somewhat less than all of that evidence has yet been seen by the public generally, and/or by the AFRINIC community specifically. (I am informed and believe however that current AFRINIC management is already well and truly aware of much of this additional evidence. All of it shall quite certainly be made public in due course.) --- Go ahead, Coconut Guilmette and show that "evidence". Instead of just writing a false narrative and letting other people repeat you and to let them absorb the future lawsuits. ---- Even in lieu of that additional evidence, it should already be plain and clear to all that Mr. ---- "Even in lieu of that additional evidence" - "evidence" which is only in the head of Coconut Guilmette. Coconut Guilmette - can you please confirm or deny if you ever took any mental medicine ? "most outrageous and unbelievable claims" - Please forgive me Coconut Guilmette, for pursuing legal justice. "backed up by exactly -zero- hard evidence whatsoever" - What a coconut... "He claims to have *somehow* purchased enormously vast gobs of valuable IPv4 legacy address space, from some unidentified party" - Where did I claim it exactly and what did I claim exactly ? "while stedfastly refusing to name the party in question" - I don't see your mob friends which are terrorizing the whole hosting industry as a legal authority. "or to produce a single shread of documentary evidence supporting his utterly outlandish claims" - Same as my comment above. ---- This is a game that we here in the U.S. are already quite familiar with. ---- Wtf I am related to your president ? If you entered it, as far as I see, your president is not very decisive towards right wing groups, very similar to your racist and stereotypical views about groups of people as can be seen in your quotes in the links which appear in my response in RIPE (which is linked in my first paragraph above). Ronald stop acting like you are openminded and a Democrat, because your quotes in my RIPE response, clearly show that you are not. Since then, your stereotypical mindset didn't stop, and you also called all the people of Africa as "bird brain" here in Community-Discuss, this is a complete disgrace that anyone is letting you to keep spreading your hate. ---- So it is also with our Mr. ---- "Ask him to produce even a single shred of evidence to support his claims to rightfully own several millions of dollars worth of legacy AFRINIC IPv4 address space and he evades" - I evade? who are you? a Coconut person part of illegal organizations which are terrorizing the whole hosting industry worldwide? "delays, and gives excuses" - WTF ? I delay ? did I ever delay you ? go immediately take care of your pores because they are impacting your mind !!! "I suspect that at any moment Mr. Cohen may likewise claim to be the rightful owner of the gold fillings in my own teeth while likewise producing zero evidence to support that equally absurd claim" - So anyone in the world that own anything need to come to Coconut Guilmette and to prove it ? (Coconut Guilmette, we have something which is called a legal system, in contrary to the mob-like illegal anonymous organizations that you are part of them, I will not let anyone to terrorize me, no matter how much pus your pores will secrete) ---- Furthermore, Mr. ---- "isn't even man enough" - I'll stop to reply to that paragraph at that point if that is the level of Coconut Guilmette expression. ---- What we *do* know about Mr. ---- Again, too bad I cannot sue you because you have nothing, but no worries, you "convinced" enough parties with your proofless narrative to repeat after you that lawsuits will come to them and to their companies for their expressions. ---- But then again, why would he? Anyone who spends at least two minutes looking at the documents in question can readily see the obvious, i.e. that the signatures and the "official" stamps on those documents are the results of a quick-and-dirty cut-and-paste job in PhotoShop. As I have previously noted elsewhere, these forgeries are so inept and silly that no self-respecting forger would even try to use such documents, or try to pass them off as genuine. ---- Coconut, go clean your pores. It will help you think straight. ---- Mr. Cohen may be suing AFRINIC merely over some unfortunate dog bite incident.) ---- Due to your narrative, AfriNIC took the actions that they took and now being sued, people expressed themselves after you (because you look Genuine in your writing, only look) and they will be sued, when your mob-friends of the illegal anonymous organizations "The Spamhaus Project" and "Ops-Trust" will reveal all of their identities and will also reveal any requested document for any of their companies - you will have the justification to ask the same from me. If they are not doing it - then go clean your pores. ---- Just like our Mr. ---- "Mr. Cohen is also long on retoric and grievances and short on specifics and evidence" - Aren't you an unsuitable person which is writing long messages online and isn't I the person which is suing (with evidences) ??? "short on specifics and evidence" - Coconut, do you believe that in the legal case I wrote "it is mine" or provided evidence? "of some unseen secret cabal" - See my message below after all of my comments to you. ---- I need to be clear about this. ---- I need to be clear about this, it is not enough for Coconut Guilmette the legal case that he created against AfriNIC and against anyone (and the company of anyone) that repeated after him, Coconut Guilmette (and his mob friends) are trying very decisively to push AfriNIC to take actions that from them AfriNIC will not be able to recover financially in the legal case that will be related to them. The community should know to what Coconut Guilmette is trying to lead - proof-lessly and evidence-lessly only because of his (and his mob friends) revenge against me. ---- I continue to be dismayed and disheartened at the glacially slow pace at which AFRINIC management has elected to remediate these self-evidently bogus and clearly fradulent entries in the data base. That you don't stop lying and decepting and that you are directly connected to the ancient snake. I never saw you Ronald and never saw a picture of you, but I will bet by 100% that you match one-by-one to the following characteristics that are written in old scriptures regarding the most evil creature that ever walked on earth and that lies and deception are combined in it according old scriptures: * You are blond. * You are bald. * One eye of you is bigger than the other. * One arm of you is bigger than the other. * You have leprosy in your forehead. * Your right ear is blocked and the left ear is opened. (it is written in old scriptures: that when a person is coming to you to tell good things about people you give him the blocked right ear, and when a person is coming to you to tell bad things about people you give him the opened left ear). Now, Ronald, after I figured who you are, will you deny it ? will you send us pictures of you and health report to deny it ? You are the lawless one, Ronald Guilmette. ----- Let me also repeat for all the "Legacy Resource Holders" - AfriNIC in the legal case are trying to take control hiddenly and secretly on all the legacy netblocks, meaning to force all of AfriNIC policies on any legacy netblock and on any legacy netblock holder, even when RSA is not signed. The letter goes on to request "a wrtten explanation of {my} conduct" and invites me to "give a reason why the AFRINIC Code of Conduct should not be enforced against {me}." To the extent that I am willing to offer any such, this email will have to suffice as my response. The admirable brevity of the letter I recieved is exceeded only by its abundant ambiguity. Who has made this request for retribution? The letter does not say. The letter thus fails one of the most fundamental tests of civilized jurisdrudence -- the right of the accused to face his accuser. This leaves me to wonder who has taken offense. Was it Mr. Cohen, the very individual who is currently engaged in legal warfare against this very institution, AFRINIC? Was it Eddy Kayihura or some member of the Board, who may have taken exception to the fact that I have pointed out their collective lackadaisical approach to this entire colossal and currently still ongoing scandal of the stolen IP space? Apparently, I am not entitled to know who is accusing me of an offense. Nor, it seems, am I entitled to know which specific section of the AFRINIC Code of Conduct I have purportedly violated. (And this is more than a little Kafkaesque. All I am told is that I shall be put on trial for my offenses, and I am then left to my own devices to figure out what those might be.) In an effort to puzzle out what offense I have comitted, I have sought out some enlightenment via the web. I have thus found the following recitation of the AFRINIC Code of Conduct: https://afrinic.net/code We ask that all AFRINIC community participants: I. Treat others with politeness and respect. II. Avoid behaviour or remarks that give offence or discriminate based on gender, sexual orientation, religion, race or ethnic origin, language, or other perceived social, cultural, or personal differences. III. Personal attacks or otherwise defamatory or discriminatory comments will not be tolerated. IV. If you disagree with somebody, please state your opinion calmly and politely. V. Respect the agenda: Please keep your remarks on-topic for the relevant part of the meeting. VI. Respect the timekeeping: Please keep your remarks reasonably short, and if the session leader closes the microphones before you have had chance to speak, then please return to your seat. VII. Respect language differences, translators, and remote participants: Please speak slowly and clearly, and please use the microphones. VIII. Act in the best interests of the AFRINIC community at all times. Before I even attempt to guess which of the above I am accused of violating, I cannot help but comment on the priority ordering on the above. Shouldn't that last item really be first? It would seem that at least one person on the community-discuss mailing list doesn't think so. But shouldn't the best interests of the AFRINIC community, on some occasions at least, take precedence over the enforcement of what I will just call the "happy talk" rules? Is clear and brutal honesty about what has gone on, and what is really continuing to go on, within AFRINIC, all to be set aside and never openly discussed, like some ugly or demented aunt or uncle, just because it may make some people uncomfortable? I have invested, without any compensation whatsoever, an enormous amount of time and energy, selflessly serving what I believe are the best interests of the AFRINIC community. And I continue to do so, even in the face of long odds and enormous resistance. If not for me and my diligent hard work, over a period of literally years, Ernest Byaruhanga would still be employed at AFRINIC and would still be stealing from the AFRINIC community, with no one the wiser to his ongoing pilfering. And, it seems, some folks, at least, would have preferred that outcome. Returning to the above list of offenses, I find it implausible that I have in any way violated rules V, VI, or VII, since I hav been brief, to the point, and have spoken slowly and clearly. That leaves rules I, II, III, and IV. I shall here address each in turn. Have I treated others with politness and respect? Yes, to the extent that they deserved any such. I have stated, both here and elsewhere, the clear reasons why at least one poster here on the community-discuss mailing list deserves none, and least of all here. Have I made remarks that may give offense? Perhaps, but only to those whose own conduct is richly and demonstratably deserving of such offense. And I have provided and will continue to provide much of the evidence that clarifies the relevant issues while laying the blame squarely where it belongs. Have I made personal attacks? None that are in any sense more serious and more threatening to the institution of AFRINIC than Mr. Cohen's current legal attack. Judged on the basis of the possible real-world implications, nothing I have said is even comparable to what Mr. Cohen has actually done. Not even in the same ballpark. And yet even he is still permitted to give voice to his slanders and lies right here on the community-discuss mailing list, even as he continues to pursue legal action whose clear goal is to utterly undermine AFRINIC's legal and ethical responsibilities. If I am guilty of the sin of crossing the street against the lights then isn't Mr. Cohen guilty, both figuratively and literally of grand larceny by comparison? Yet I am the one being asked to defend my comments here. In what parallel universe is this either sensible or fair? I will have no more to say by way of response to the Governance Committee's reauest to me to explain that which needed no explanation in the first place. I understand that, according to the rules, they are obliged to make certian pro forma inquiries in response to any reports they receive, even if they come from the likes of Mr. Cohen, and I cannot and will not begrudge them for that. If on the other hand, they are pursuing a hidden agenda of either Eddy or the Board, i.e. to silence me by way of the gross over-enforcement of patently ridiculous and petty procedural rules, then so be it. In that case, bring it on and let the community see that AFRINIC officials are still unable to tolerate even modest and well-intentioned criticism, just like the previous well-documented incident in which various mailing list posts were simply "disappeared" when they did not suit the agenda of those in power at the time. Either way I will not be so easily silenced, and it would be a mistake to underestimate my tenacity. In fact, in the end, it might be better overall if the Governance Committee, despite my evident contributions to the community, elected to be petty, and to harshly enforce the "happy talk" rules against me. There is certainly no shortage of other fora, and other outlets for my research and opinions, and in some of those, at least, unlike the AFRINIC community-discuss mailing list, I might actually find less of the abject apathy, engendered no doubt by year after year of crisis and scandal, than I find here on this mailing list. Elsewhere people actually give a damn. The articles that Jan Vermeulen wrote last year about the thefts of AFRINIC IP space were picked up and reinterpreted and/or republished as far away as the UK, Germany, and Japan. Yet here, I can't even get an "Amen!" let alone any expression of thanks for all of the work I've done and the hundreds of hours I have invested. If, as seems to be the case, nobody who values their time even reads what is written here, then it shall certainly be a kindness if the Governance Committee does me the favor of insuring that I won't waste any more of my time or electrons trying to persuade the peacefully slumbering audience here of the value of being awake, or of knowing what the hell is really going on, or who is actually responsible. Regards, Ron Guilmette P.S. Jan Vermeulen @ MyBoroadband.co.za continues to write and publish about the ongoing mess that is AFRINIC, having penned another article on the topic just this past weekend. SPOILER ALERT: The total amount of stolen IPv4 space turned out to have been even larger that what Eddy or the Board previously disclosed to the community via the mailing lists. I am altogether confident that Mr. Vermeulen has more than enough material for several more shocking installments in this ongoing saga. On the off chance that anyone here on the community-discuss mailing list really wants to know all of the relevant facts, I do recommend that they keep an eye out for further public disclosures on MyBoroadband.co.za, especially given that your chances of getting the whole story here will approach zero if, as now seems likely, I am unceremoniously ejected for the sin of telling the truth plainly and without varnish. For my own part, I have recently uncovered new and compelling historical evidence, proving beyond a reasonable doubt that Mr. Cohen, Mr. Uerlings, and/or their respective minions sub-leased a good deal of the stolen AFRINIC IP space to one particular snowshoe spamming company located in Southern California... a company that shall, for the moment remain nameless. This, along with another such company located in Florida, were the clear and unambiguous end recipients of much of the stolen AFRINIC address space. All will be revealed in time, but apparently not here. Coconut, take your unfounded theories to the next mailing list until you will be blocked from there as well (like you were blocked in Nanog, in RIPE, and now here), and clean your pores with your tears. Ronald, as explained in the last part of my last reply, you are the lawless one, you are the anti christ according to old scriptures. Without ever seeing you I'm willing to bet in front of everyone regarding everything that I have, that these are your characteristics that are written clearly in old scriptures: - You are blond. - You are bald. - One eye of you is bigger than the other. - One arm of you is bigger than the other. - You have leprosy in your forehead. - Your right ear is blocked and the left ear is opened. (it is written in old scriptures: that when a person is coming to you to tell good things about people you give him the blocked right ear, and when a person is coming to you to tell bad things about people you give him the opened left ear). Anyone following you is following the ancient snake, because you are the lawless one. ________________________________ From: Ronald F. The Governance committee is acting upon complaints that were logged online? https://afrinic.net/govcom/request#GC2020.04 https://afrinic.net/govcom/request#GC2020.05. Besides, there was a blog post about it from AFRINIC? https://afrinic.net/20200903-code-of-conduct ? Dr Ing.?Alioune Badara TRAORE? Membre du conseil de l'AMRTP en charge des TIC Pr?sident FEMAT Directeur Technique du CNOSM Ceinture Noire 7?me DAN Arbitre Olympique de Taekwondo +223 6678 58 31 Le mardi 27 octobre 2020 ? 10:58:18 UTC, Ronald F. Guilmette a ?crit : I am in reciept this evening, California time, of a rather formal looking letter, on AFRINIC letterhead, sent to me by Guylaine Laiyra , acting in her capacity as secretariat of the AFRINIC Governance Committee. The letter informs me that the Governance Committee has been requested, by some unspecified party, to investigate a possible breach of the AFRINIC Code of Conduct committed by myself, on Aug 20, 2020 at 00:42:39 UTC. The letter goes on to request "a wrtten explanation of {my} conduct" and invites me to "give a reason why the AFRINIC Code of Conduct should not be enforced against {me}." To the extent that I am willing to offer any such, this email will have to suffice as my response. The admirable brevity of the letter I recieved is exceeded only by its abundant ambiguity.? Who has made this request for retribution?? The letter does not say.? The letter thus fails one of the most fundamental tests of civilized jurisdrudence -- the right of the accused to face his accuser. This leaves me to wonder who has taken offense.? Was it Mr. Cohen, the very individual who is currently engaged in legal warfare against this very institution, AFRINIC?? Was it Eddy Kayihura or some member of the Board, who may have taken exception to the fact that I have pointed out their collective lackadaisical approach to this entire colossal and currently still ongoing scandal of the stolen IP space? Apparently, I am not entitled to know who is accusing me of an offense. Nor, it seems, am I entitled to know which specific section of the AFRINIC Code of Conduct I have purportedly violated.? (And this is more than a little Kafkaesque.? All I am told is that I shall be put on trial for my offenses, and I am then left to my own devices to figure out what those might be.) In an effort to puzzle out what offense I have comitted, I have sought out some enlightenment via the web.? I have thus found the following recitation of the AFRINIC Code of Conduct: ? https://afrinic.net/code ? ? We ask that all AFRINIC community participants: ? ? I. Treat others with politeness and respect. ? ? II. Avoid behaviour or remarks that give offence or discriminate based ? ? ? ? on gender, sexual orientation, religion, race or ethnic origin, ? ? ? ? language, or other perceived social, cultural, or personal differences. ? ? III. Personal attacks or otherwise defamatory or discriminatory comments ? ? ? ? will not be tolerated. ? ? IV. If you disagree with somebody, please state your opinion calmly and ? ? ? ? politely. ? ? V.? Respect the agenda: Please keep your remarks on-topic for the relevant ? ? ? ? part of the meeting. ? ? VI. Respect the timekeeping: Please keep your remarks reasonably short, ? ? ? ? and if the session leader closes the microphones before you have ? ? ? ? had chance to speak, then please return to your seat. ? ? VII. Respect language differences, translators, and remote participants: ? ? ? ? Please speak slowly and clearly, and please use the microphones. ? ? VIII. Act in the best interests of the AFRINIC community at all times. Before I even attempt to guess which of the above I am accused of violating, I cannot help but comment on the priority ordering on the above.? Shouldn't that last item really be first?? It would seem that at least one person on the community-discuss mailing list doesn't think so.? But shouldn't the best interests of the AFRINIC community, on some occasions at least, take precedence over the enforcement of what I will just call the "happy talk" rules?? Is clear and brutal honesty about what has gone on, and what is really continuing to go on, within AFRINIC, all to be set aside and never openly discussed, like some ugly or demented aunt or uncle, just because it may make some people uncomfortable? I have invested, without any compensation whatsoever, an enormous amount of time and energy, selflessly serving what I believe are the best interests of the AFRINIC community.? And I continue to do so, even in the face of long odds and enormous resistance.? If not for me and my diligent hard work, over a period of literally years, Ernest Byaruhanga would still be employed at AFRINIC and would still be stealing from the AFRINIC community, with no one the wiser to his ongoing pilfering.? And, it seems, some folks, at least, would have preferred that outcome. Returning to the above list of offenses, I find it implausible that I have in any way violated rules V, VI, or VII, since I hav been brief, to the point, and have spoken slowly and clearly.? That leaves rules I, II, III, and IV.? I shall here address each in turn. Have I treated others with politness and respect?? Yes, to the extent that they deserved any such.? I have stated, both here and elsewhere, the clear reasons why at least one poster here on the community-discuss mailing list deserves none, and least of all here. Have I made remarks that may give offense?? Perhaps, but only to those whose own conduct is richly and demonstratably deserving of such offense. And I have provided and will continue to provide much of the evidence that clarifies the relevant issues while laying the blame squarely where it belongs. Have I made personal attacks?? None that are in any sense more serious and more threatening to the institution of AFRINIC than Mr. Cohen's current legal attack.? Judged on the basis of the possible real-world implications, nothing I have said is even comparable to what Mr. Cohen has actually done. Not even in the same ballpark.? And yet even he is still permitted to give voice to his slanders and lies right here on the community-discuss mailing list, even as he continues to pursue legal action whose clear goal is to utterly undermine AFRINIC's legal and ethical responsibilities.? If I am guilty of the sin of crossing the street against the lights then isn't Mr. Cohen guilty, both figuratively and literally of grand larceny by comparison?? Yet I am the one being asked to defend my comments here. In what parallel universe is this either sensible or fair? I will have no more to say by way of response to the Governance Committee's reauest to me to explain that which needed no explanation in the first place.? I understand that, according to the rules, they are obliged to make certian pro forma inquiries in response to any reports they receive, even if they come from the likes of Mr. Cohen, and I cannot and will not begrudge them for that. If on the other hand, they are pursuing a hidden agenda of either Eddy or the Board, i.e. to silence me by way of the gross over-enforcement of patently ridiculous and petty procedural rules, then so be it.? In that case, bring it on and let the community see that AFRINIC officials are still unable to tolerate even modest and well-intentioned criticism, just like the previous well-documented incident in which various mailing list posts were simply "disappeared" when they did not suit the agenda of those in power at the time. Either way I will not be so easily silenced, and it would be a mistake to underestimate my tenacity.? In fact, in the end, it might be better overall if the Governance Committee, despite my evident contributions to the community, elected to be petty, and to harshly enforce the "happy talk" rules against me.? There is certainly no shortage of other fora, and other outlets for my research and opinions, and in some of those, at least, unlike the AFRINIC community-discuss mailing list, I might actually find less of the abject apathy, engendered no doubt by year after year of crisis and scandal, than I find here on this mailing list. Elsewhere people actually give a damn.? Regards, Ron Guilmette P.S.? Jan Vermeulen @ MyBoroadband.co.za continues to write and publish about the ongoing mess that is AFRINIC, having penned another article on the topic just this past weekend.? SPOILER ALERT:? The total amount of stolen IPv4 space turned out to have been even larger that what Eddy or the Board previously disclosed to the community via the mailing lists. I am altogether confident that Mr. Vermeulen has more than enough material for several more shocking installments in this ongoing saga.? _______________________________________________ Community-Discuss mailing list Community-Discuss at afrinic.net https://lists.afrinic.net/mailman/listinfo/community-discuss -------------- next part -------------- An HTML attachment was scrubbed... Date: 17 to 20 November 2020 Time: 9:00 - 13:00 UTC Location: Zoom Eligibility: Qualified engineers from any country in Africa Deadline for application : 5 November 2020 Registration link: https://vox.afrinic.net/568981?lang=en Why Participate? AFRINIC is the only RIR with IPv4 addresses in its free pool --- 1,950,720 million to be specific. This is of course grossly inadequate to meet Africa?s current IP address needs, making IPv6 the only sustainable way to continue to grow the potential of the Internet in Africa. That?s why after having trained over 6000 engineers from 50 countries, in 2018, we designed and organised the world?s first deployathon as a mechanism to shorten the time between learning about IPv6 and actually implementing it. In 2019, we?ve run five deployathons in which 55 network operators have participated and within 3-4 days, were able to accomplish the following: ? 28 address plans in IPAMS ? 23 validated route6 object ? 10 validated RPKI ROA objects ? 10 advertised IPv6 prefixes ? 10 complete IPv6 infrastructure audits ? 8 IPv6-enabled core networks ? 6 IPv6 domain objects ? 5 networks with IPv6 user traffic ? 4 IPv6-enabled enabled network In September 2020, 14 organisations from nine countries participated in the first e-Deployathon. They were able to accomplish the following: ? 3 address plans in IPAMS ? 3 validated route6 object ? 2 IPv6 traffic from test VLAN ? 2 validated RPKI ROA objects ? 1 advertised IPv6 prefixes ? 1 IPv6-enabled DNS ? 1 IPv6-enabled website ? 1 IPv6-enabled email ? 1 IPv6-enabled customer If selected, you will get the same step by step guidance, tools and techniques we?ve perfected in six (e-)Deployathons and 85 helpdesk calls to help you move your IPv6 deployment one clearly measurable step forward in full accordance with your network change management processes. If you are an engineer who runs a network and believes that you can make one concrete visible step towards IPv6 deployment (or advance your stalled IPv6 deployment), apply for a spot (only 35 spots available) latest 5 November 2020. "We are also ensuring that the current holder/contact of the resources are provided with the opportunity of proving their ownership." All my related replies to AfriNIC were intentionally ignored. While this is not what written to the AfriNIC community by AfriNIC CEO, and based on that lying sentence I was defamed in a news report. And also AfriNIC dragged everything to a legal case after lying to the whole AfriNIC community (in the above link). No word from AfriNIC (or AfriNIC CEO) about all the non-legacy netblocks that were provided for "free" by AfriNIC and then there was a data loss incident... For example: https://bgp.he.net/AS35916#_prefixes What is going on here ??? Because important people in the industry such as Owen DeLong are on the payroll of "Cloud Innovation Ltd" then no one is speaking about all the non-legacy netblocks that this single entity received ? (such as /11's and /16's like candies) Owen DeLong specifically wrote here in Community-Discuss when he was asked about netblocks "Cloud Innovation Ltd" the following sentence: (and he also confirmed receiving money from "Cloud Innovation Ltd") "Nothing to see here" --- So with all the enormous non-legacy netblocks that AfriNIC gave for "free" there is "nothing to see" ? (with the words of Owen DeLong) but with my legacy resources that I purchased legaly with money and didn't receive anything for "free" - AfriNIC is dragging it all to a colloquial legal case after intentionally ignoring all my replies to them? AfriNIC LIR members need to start waking up, this is your RIR. AfriNIC staff, for years received email notifications to hostmaster at afrinic.net regarding the legacy netblocks that they suddenly deleted. After AfriNIC CEO lies to the community. So may the AfriNIC CEO explain that if his narrative is correct (which is not, because they are only interested to sell my legacy netblocks and to monetize on them), then how come nothing is being done (completely nothing) regarding all the AfriNIC staff that received for a period years many email notifications to hostmaster at afrinic.net regarding the legacy netblocks that they deleted ? What is going on with AfriNIC ??? and what is going on with AfriNIC CEO which is lie-feeding to the community ??? I urge you Mr. Kayihura to reveal the whole legal case to the community, lets do it all publicly for you and for AfriNIC not to lie-feeding the community and to play multiple games in parallel. While in the legal case, AfriNIC CEO didn't show anything to back up his defamation towards me, on the contrary - in the legal case AfriNIC is intentionally hiding information from the community, such as enforcing the "adopted policies" over any legacy netblock (that didn't sign RSA). Why AfriNIC CEO is playing such game? Who is he protecting in AfriNIC? "Let us have a civilized discourse for we are a polite community." - So why did you let Ronald Guilmette to spread his lies for such long time ? the only thing he does anywhere is to spread racism, hate, defamation and doubt with very bad intentions. Not a single word from Ronald Guilmette regarding all the /11's and /16's that were spread for "free" by AfriNIC to a single entity, quoting Ronald's friend Owen DeLong (which is receiving money from that single entity, according to his own words): "Nothing to see here". Where were you during the Franco-Prussian War of 1870? They could have used this bit of sage wisdom right around that time! :-) But seriously, I suspect that few on this mailing list have been involved in actual litigation. I have been, so I can speak to the nature of such conflicts based on personal first-hand experience. As my former attorney once told me, lawsuits are really just a somewhat more civilized version of outright war. Over time, I came to understand that he was entirely right about that. A lawsuit is a war by other means. Mr. Cohen has declared war on AFRINIC. He is currently pursuing that war, with no signs of retreating or giving up. Under these circumstances, matters relating to ordinary etiquette and politness that are appropriate, expected, and essential at other times and in other contexts are simply inapplicable. No British soldier in the trenches of World War I asked any German soldier if he had had his morning tea before bayoneting him through the belly. The institution that is AFRINIC is being besieged, via lawsuit, by Mr. Cohen. And on what basis? For what crime? We still have no idea what this is even all about, or what Mr. Cohen's actual claims are. Meanwhile, Mr.Cohen's past actions speak louder than anything that any of us here might say or write. I mentioned the five legacy /16 blocks in the APNIC region that he had squatted on, inclding even a block belonging to the Australian government. I could and should perhaps also have mentioned the case of the City of Cape Town's /16 block, and/or the fact that Mr. Cohen, in -another- show of force and stupidity... equally as brazen and ill-considered as his present vicious and baseless legal attack on AFRINIC... also hired legal council in South Africa in a vain and short-lived attempt to browbeat, harass, and extort the City of Cape Town into giving him -their- rightful property (165.25.0.0/16). I could go on and list a litany of other and additional depraved actions on the part of Mr. Cohen, but I need not do so in order to make my point, which is just that none of Mr. Cohen's actions, to date, comport even in the slightest way with the norms and conventions of a "polite community". He has, by his actions, even more than his words, shown himself to be about as polite as your typical horn-headed Viking marauder. So now, given that, should we all now sit down to a polite cup of tea with Mr. Cohen, even as he wages war against AFRINIC and its community via the proxy of his hired mercinary barristers in the courts of Mauritius? Is this wisdom or folly? Civility or lunacy? Frankly, the fact that Mr. Cohen has not already been shown the door entirely, with respect to the mailing lists *and* with respect to the WHOIS data base is beyond my poor ability to fathom. If Mr. Cohen feels that he has some point to make, e.g. in his wild and unsupported allegations of misdeeds by the present AFRINIC management, then let him make those exact points in the forum that he himself has chosen, i.e. in the law courts of Mauritius. He has, I assume, retained capable counsel to make his case and his points there. Here however, the community does not owe him a hearing, fair or otherwise, even while he is waging an ongoing litigation war against AFRINIC, its management, and its ordinarily respectful and polite community. It is actually quite absurd to see Mr. Cohen here attempting, lamely, to browbeat Eddy into giving him exactly the property that he is already in court fighting over... as if this would make any difference to the inevitable outcome. I can only guess that perhaps it is starting to dawn on him that he hasn't got a snowball's chance in hell of getting what he wants from the courts, so he is already switching to Plan B, which apparently consists of just browbeating Eddy on the mailing lists. Would someone else like to try to explain to Mr. Cohen that this isn't going to work either, or shall I? I assume those must be some of the IP's that have since been recovered by AFRINIC based on your dossier. Perhaps the recovery is his motivation for the pupported lawsuit. AFRINIC doesn't have a policy for buying and selling IPs as Cohen claims but until recently the community enacted an Intra-RIR policy to allow IPv4 transfers within the region with AFRINIC continuing to handle the management of these resource transfers based in need-basis. > I could and should perhaps also > have mentioned the case of the City of Cape Town's /16 block, and/or > the fact that Mr. Cohen, in -another- show of force and stupidity... equally as brazen and ill-considered as his present vicious and baseless > legal attack on AFRINIC... also hired legal council in South Africa in a > vain and short-lived attempt to browbeat, harass, and extort the City > of Cape Town into giving him -their- rightful property (165.25.0.0/16). > Since we dont have purview if these litigations, we can only imagine the amount of fraud that has been going on under the carpet. By the way, Cohen was wonderibg why you dont also talk about some other AFRINIC net blocks that my good friend Owen once claimed that there is nothing to see there even though most of them are being originated in the USA. What is more baffling is that its a lot of space and guess what, the members doesn't seem to have a known ASN. To paraphrase Cohen; What is that all about? > Frankly, the fact that Mr. Cohen has not already been shown the door > entirely, with respect to the mailing lists *and* with respect to the > WHOIS data base is beyond my poor ability to fathom. > AFRINIC has its own internal processes, and its a matter of time. Eddy has periodically updated the community to your dissatisfaction. More than you, the community anxiously awaits the end of this which must also ensure that folks are held accountable because only a fool would think all this just happened by itself. Not to quibble with you, but actually, as I understand it, the charter of AFRINIC says that the whole of AFRINIC, including but not limited to the vast and valuable set of -all- IP addresses that it has assigned to various members since its inception, as well as, of course, its current remaining free pool, are in fact the legal property of the AFRINIC board. Perhaps I have been misinformed about this. If so I would be happy to be educated on this point. (I tried once to calculate the total current market value of all of the IPv4 address space that AFRINIC had been gifted with at its inception. The final esitimate I arrived at was something in excess of a quarter of a billion dollars, USD. But I think that I may have left out a extra zero someplace, because a single AFRINIC member currently owns over $150 million USD worth of non-legacy AFRINIC IPv4 address space.) >> The institution that is AFRINIC is being besieged, via lawsuit, by >> Mr. Cohen. I >assume those must be some of the IP's that have since been recovered by >AFRINIC based on your dossier. Perhaps the recovery is his motivation for >the pupported lawsuit. Perhaps. The whole matter is shrouded in what I feel is unfortunate and actually ridiculous secrecy. It seems that neither the AFRINIC board, nor Eddy, nor the Governance Counsel... whose purpose apart from the Board is still an utter mystery to me... nor even Mr. Cohen himself feel in the least bit obliged to let anyone else in on the Big Secret. This kind of thing could only happen in... I'm sorry to have to say it, but I have to... a backwards third-world country such as Mauritius, where apparently it is the norm, rather than the exception, that all matters under litigation are treated as secret. Here in the United States and in innumerable other civilized countries, court proceedings and court filings are generally open to the public. But not so in Mauritius! Nor, I gather in the Seychelles. It would appear that the governments in both places have a greater committment to protecting crooked dealing and crooked dealers than they do to transparency, open government, the public's right to know, or the rule of law. This should actually come as a surprise to no one. Both Mauritius and Seychelles have well-earned international reputations as places for crooks to hide their activities and assets, and neither national government seems at all eager to dispense with the local revenue streams that such trade, criminal though it may be, can and does generate. (I am being neither rude nor insulting to repeat these widely known facts here. The status of both Mauritius and Seychelles as safe havens for all manner of crooked international dealings is something that anyone with a web browser can easily verify for himself or herself.) >AFRINIC doesn't have a policy for buying and selling IPs as Cohen claims >but until recently the community enacted an Intra-RIR policy to allow IPv4 >transfers within the region with AFRINIC continuing to handle the >management of these resource transfers based in need-basis. Legacy blocks are special. They were assigned before AFRINIC or the RIR system even existed, and they are thus not legally subject to its decisions or edicts. Mr. Cohen seems to be of the opinion that any -abandoned- legacy blocks thus have a legal status similar to abandoned sea vessels under international maritime law, i.e. as we here would say it "finders keepers". Just as one might claim an abandoned sandwich sitting alone on a park bench, he believes that AFRINIC has no legal authority to prevent him from enjoying the various free meals he thinks he has found, or perhaps purchased, from other Intetrnet sharks who have also been on the lookout for free meals. I personally disagree with this view, and believe that it has no basis in law, anywhere. >> I could and should perhaps also >> have mentioned the case of the City of Cape Town's /16 block, and/or >> the fact that Mr. Cohen, in -another- show of force and stupidity... > > equally as brazen and ill-considered as his present vicious and baseless >> legal attack on AFRINIC... also hired legal council in South Africa in a >> vain and short-lived attempt to browbeat, harass, and extort the City >> of Cape Town into giving him -their- rightful property (165.25.0.0/16). > >Since we dont have purview if these litigations, we can only imagine the >amount of fraud that has been going on under the carpet. To be clear, I have *not* asserted that Mr. Cohen has actually undertaken litigation per se against the City of Cape Town. I said that he hired a solicitor in South Africa who in turn sent the City a distinctly threatening letter, quite obviously in a silly and pointless attempt to get the City to just give up and give Mr. Cohen the 165.22.0.0/16 block, worth over $1.3 million dollars at current free market rates. As I understand it, the City of Cape Town respectfully declined to do that, after which Mr. Cohen and his solicitors simply went away, empty handed. As regards to your comment about what may be going on "under the carpet", I can only agree that the near total opacity of the evaluation processes that AFRINIC (and the other RIRs also) undertake when deciding to make or not make awards of valuable IP address space is quite obviously a wide open invitation to mischief and corruption... on the part of AFRINIC staff, AFRINIC management, and the AFRINIC Board. We have a saying in this country: "Sunlight is the best disinfectant." I firmly believe that -all- RIRs are, as we speak, hiding a whole lot of insider profiteering and other mischief, both past and present, behind a convenient wall of "corporate confidentiality" rules that insure that only the insiders know, or will ever know, why certain parties are rewwarded with valuable IP space while others are not so fortunate. Back before IP addresess had value, this was not an issue. Now, it is. The entire Ernest situation proves my thesis here. His mischief went on for YEARS undetected. This would never have happened, or at least would not have gone unnoticed for so long, if the AFRUNIC IP block awarding process were not entirely opaque and hidden from all outside eyes. >By the way, Cohen was wonderibg why you dont also talk about some other >AFRINIC net blocks... I will have to address this is a separate email. This one is already too long. Regards, rfg
