As discussed, we are in the process of developing AFRINIC?s Strategic Plan 2021-2025. We have already had an assessment of the AFRINIC Strategic Plan 2016 - 2020. The assessment was meant to determine whether the objectives set in the AFRINIC Strategic Plan 2016 - 2020 had been achieved and prepare the way for the formulation of the next five-year plan. Phase 2 of IPv4 Exhaustion has officially begun. This is as a consequence of the decreasing IPv4 resource pool available to AFRINIC.

AFRINIC will proceed with necessary changes to its systems to limit the size of IPv4 resource requests which can be submitted.

In addition,  all currently opened IPv4 resource requests bigger than /22 will be scaled down to a /22 and the applicants will be informed in their corresponding tickets. 

AFRINIC encourages its members to accelerate the deployment of IPv6 on their networks.

We would like to take this opportunity to wish you and your loved ones a happy and prosperous New Year!

In this year, we look forward to serving you better with renewed energy and commitment. AFRINIC is celebrating its 15th anniversary this year and we would like to invite you all to join us in marking this milestone.  A longevity of 15 years demonstrates our resilience and commitment as a community, and it also provides encouragement to one and all to put in renewed effort to work together to make AFRINIC better and stronger.

Few changes happened in Committees as the year started:

-       Mr Seun Ojedeji is now the Board Liaison to the Governance Committee in place of Mr Serge Ilunga; 

-       Mr Daniel Nanghaka appointed as Board Appointee in place of Mrs Zeimm Auladin-Suhootoorah for a two-year term, from 1 January 2020 to 31 December 2021;

-       Mr Laurent Ntumba Kayemba has been elected to replace Mrs Isatou Jah for a three-year term from 1 January 2020 to 31 December 2022;


-       Mr Mike Silber replaces Mr Omo Oaiya on the NRO NC / ASO AC and the IANA RC till 2022



We would like to take this opportunity to appreciate the work of Serge, Zeimm, Isatou and Omo, and wish a successful tenure to the new members of the committees.

We are also pleased to announce the appointment of BDO & Co.as the new External Auditor to fill the casual vacancy as per section 15.3 (v) of the AFRINIC Constitution. BDO, in Mauritius, is a leading firm of Chartered Accountants. The company is a Member Firm of BDO International. BDO Mauritius, has offices and affiliates across the continent.

As an update on the matter relating to the WHOIS database alleged fraudulent manipulation; the case was reported to the Central Criminal Investigation Division of the Mauritius Police Force on Tuesday 10 December 2019 for further investigation and action. In addition, given the serious nature of the allegations, a disciplinary hearing was held on 13 December 2019 after which Management decided to summarily dismiss Ernest Byaruhanga with immediate effect on grounds of very serious professional misconduct.

We are also working at restoring the WHOIS accuracy and reinforcing existing controls to eliminate potential internal or external threats to our operations. Since we expect a higher workload at times, the Member Services Team will be doing their level best to provide services to members tickets within the 48 hours as stipulated in the AFRINIC SLC.

Our next Strategic Plan 2021-2025 is in the pipeline and your contributions are welcome. A specific communication about the strategic plan as well as activities planned for this year will be issued within a few weeks.

En outre, compte tenu de la gravit? des all?gations, une audience disciplinaire a ?t? tenue le 13 d?cembre 2019, ? l'issue de laquelle la Direction a pris la d?cision de renvoyer.   Ernest Byaruhanga avec effet imm?diat pour faute professionnelle tr?s grave.

Nous nous employons ?galement ? r?tablir l'exactitude des donn?es WHOIS et ? renforcer les contr?les existants afin d'?liminer les menaces internes ou externes qui pourraient peser sur nos op?rations. Como uma actualiza??o sobre o assunto relacionado com a base de dados WHOIS alegada manipula??o fraudulenta; o caso foi relatado ? Divis?o Central de Investiga??o Criminal da Pol?cia das Maur?cias na ter?a-feira, 10 de Dezembro de 2019, para investiga??o e ac??o posterior. Al?m disso, dada a gravidade das alega??es, foi realizada uma audi?ncia disciplinar em 13 de Dezembro de 2019, ap?s a qual a Administra??o decidiu despedir sumariamente o Ernest Byaruhanga, com efeitos imediatos, com base numa falta profissional muito grave.

Estamos tamb?m trabalhando para restaurar a precis?o do WHOIS e refor?ar os controles existentes para eliminar potenciais amea?as internas ou externas ?s nossas opera??es. Como esperamos por vezes uma maior carga de trabalho, a Equipa de Servi?os aos Membros far? o seu melhor para prestar servi?os aos membros dentro das 48 horas estipuladas no AFRINIC SLC.

In this long article, Kieren McCarthy set a long trail of issues  our beloved RIR has been facing. Probably, nothing new from the old fox, but there seems to include serious matters for thought and actions by us.
His conclusion  below sounds  like a serious interpellation to us.

As its fourth CEO in four years, Kayihura faces an immediate test: can he ensure that the issue of the sale of stolen IP blocks is dealt with professionally and openly? And then can he use that platform to ensure Afrinic starts on a serious process of reform after years of insider dealing and cover-ups?

Anyone who has run a cooperation will know that any cooperation will have issues. For Goodness sake even the Vatican has had issues.

What we do is understand the issue mitigate and ensure we put measures in place to prevent a repeat.

The organisation has told us they are carrying out an investigation.  And we trust they will do a thorough job.  Let?s wait for the outcomes


They are many dooms day proponents but they will always be outnumbered by those that wish the organization well.

We have many dedicated staff that have made AFRINIC what it is today and they continue to ensure that we have sustainable infrastructure on this continent.  I?m sure the community at large appreciates this and I want to hear more from the community.

We have come along way and we will continue to get better every year.  AFriNIC belongs to us all.  Let?s support them through the challenges.

Eddy and team. I and I?m sure many members of this community have trust in you and look forward to the next 20 plus years of Afrinic.

It was not about discussing the issues and scandals AfriNIC has gone through. I am more in for each stakeholder being conscious of where we stand and take its responsibilities to help the organization re-emerge as the conclusion of article suggest.

I do not want to get into debate here. I think we all agree that there?s an investigation that will come out with an outcome.    And that based on that outcome some actions will be expected to be taken.

As we await for that outcome we need to appreciate that we have an organization that I still 100% appreciate what they do every day and also appreciate just like any ISO system appreciates that in any perfect systems every now and then we must expect some non conformity.

When that happens we fix and mitigate repetition.

I?m sure thats what I meant to say sorry you read it differently.

Not just understand but identify and document at which step or process failure occurred. As an ISO certified organization, am certain AfriNIC has well documented internal processes and workflows. Clearly, some of the processes were not followed in the past and the checks and balances must have been ignored by the responsible parties.


The organisation has told us they are carrying out an investigation.  And we trust they will do a thorough job.  Let?s wait for the outcomes

The AFRINIC Board has approved a new election process and guidelines, which is published at <https://afrinic.net/election-process/board/2020>.

These are the principal changes from the previous version of the Board election process and guidelines (as adopted in 2018):

1.     Delete ?NOMCOM? from the sentence ?The Board may provide additional guidelines to NOMCOM at any time, in terms of article 9.2 of the Bylaws.? Since guidelines can also be used by ECOM, community, etc
2.     In Sec 2.1 ? add a clause that candidates need to preferably possess prior NomCom experience in the I* ecosystem;
        Changed be trusted members of the AFRINIC community to ?Be trusted members of the AFRINIC Internet Community?.
3.     In 5.9, NOMCOM shall provide a minimum of two candidates.
4.     In Sec 8 ? add a clause that promotes e-voting over paper ballot and proxies,
5.     In 8.2 bullet 3, clarify that a proxy instrument can also be printed on letterhead if not generated from MyAFRINIC.
6.     In 8.6, add a clause that requires abstentions to be tallied and announced, from both e-voting and paper-ballots.

The AFRINIC Board is required to appoint a Nomination Committee (NomCom) every year, in terms of article 9 of the Bylaws <https://afrinic.net/bylaws#nomcom <https://afrinic.net/bylaws#nomcom>>.

On behalf of the Board, I hereby call for volunteers from the community to fill three open positions on the 2020 NomCom.  If you are interested in serving on the 2020 NomCom, then please send your expression of interest, including a short biography, by email to legal at afrinic dot net by 12 February 2020. 

However, as per Article 9.1 of the Bylaws, no person domiciled in a region whose Board seat is open for renewal may be a member of the Nomcom.

The duties of the NomCom, and the elections to be held are described below.

Election process and guidelines

The current version of the Board election process and guidelines are published at <https://afrinic.net/election-process/board/2020 <https://afrinic.net/election-process/board/2020>>.  It provides additional information about NomCom responsibilities, the election process, and timelines.  

Nomcom Composition and Responsibilities:

According to Section 9 of the AFRINIC by-laws, a Nominations Committee (NomCom) appointed by the Board must work to ensure that appropriate candidates are nominated to contest for open seats and that all elections are successfully conducted according to current procedures.

The AFRINIC Bylaws state that NomCom must have four members, appointed by the Board. The Board?s practice is to appoint the four members as follows;

- One member selected from within the AFRINIC Board;
- Three members selected by the AFRINIC Board from the community.

In terms of section 9.1 of the Bylaws:
- No candidate for election to the Board may be a member of the NomCom;
- No person domiciled in a region whose Board seat is open for renewal may be a member of the NomCom; this means that the 2020 NomCom may not include people who reside in the Indian Ocean and Central Africa regions.

Responsibilities of the NomCom are defined in section 9 of the AFRINIC Bylaws and include the following:

- Report to the Board and follow guidelines set by the Board;
- Call for candidates for all open positions;
- Prescribe criteria and qualifications for eligibility to stand for election;
- Interview candidates, if appropriate, prior to finalising the slate of candidates;
- Finalise the list of candidates for every election;
- Supervise the conduct of the polls by the Election Committee on election day.

The Board further expects NomCom members to:

- be neutral; to have no interest in the results of the elections;
- be trusted members of the AFRINIC community;
- have good knowledge of the AFRINIC business environment;
- preferably possess prior NomCom experience in the I* ecosystem;
- do their best to fulfil their responsibilities.

NomCom members do not receive any remuneration.

AFRINIC staff will provide logistical support to the NomCom throughout their mandate. Such support includes publication of the list of nominees, a compilation of comments, mailing list moderation, website update, communication with nominees and other duties pertaining to the roles and responsibilities of the NomCom.  Travel support will be provided for the NomCom Chair to attend the AGMM at which the elections are held.

Election to be held at the AGMM in June 2020:

AFRINIC Board of Directors elections:

The following Board seats are up for election by the AFRINIC Membership in 2020:

? Seat 3 (Indian Ocean), to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Mr Subramanian Moonesamy

? Seat 4 (Central Africa),  to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Dr Christian D. Bope

? Seat 8 (non-regional), to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Mr Serge Illunga

Policy Development Working Group (PDWG):
One PDWG co-chair position is up for election by the Policy Development Working Group.The seat is currently filled by Mr Abdulkarim Oloyede. Terms begin and end during the public policy meeting where the election is held.


Governance Committee:
One Governance Committee position is up for election by the AFRINIC Membership, to serve a three-year term from 1 January 2021 to 31 December 2023. The seat is currently held by Mr. Abdalla Omari.

NRO-NC/ASO-AC:
One NRO NC/ASO AC position is up for election by the AFRINIC Community, to serve a three-year term from 1 January 2021 to 31 December 2023. The seat is currently held by Mukhangu Noah Maina.

Composi??o e Responsabilidades do Nomcom:

De acordo com a Se??o 9 dos estatutos da AFRINIC, um Comit? de Nomea??es (NomCom) nomeado pelo Conselho deve trabalhar para assegurar que os candidatos apropriados sejam nomeados para concorrer a vagas e que todas as elei??es sejam conduzidas com sucesso, de acordo com os procedimentos atuais.

O estatuto da AFRINIC estabelece que o NomCom deve ter quatro membros, nomeados pelo Conselho Diretor. A pr?tica do Conselho ? nomear os quatro membros da seguinte forma;

- Um membro selecionado dentro da Diretoria da AFRINIC;
- Tr?s membros selecionados pelo Conselho da AFRINIC da comunidade.

Nos termos da sec??o 9.1 do Estatuto:
- Nenhum candidato ? elei??o para o Conselho pode ser membro do NomCom;
- Nenhuma pessoa domiciliada em uma regi?o cujo assento no Conselho esteja aberto para renova??o pode ser membro do NomCom; isto significa que o NomCom 2020 n?o pode incluir pessoas que residem nas regi?es do Oceano ?ndico e da ?frica Central.

As responsabilidades do NomCom s?o definidas na se??o 9 dos Estatutos da AFRINIC e incluem o seguinte:

- Reportar-se ao Conselho e seguir as diretrizes estabelecidas pelo Conselho;
- Convoca??o de candidatos para todos os cargos em aberto;
- Prescrever crit?rios e qualifica??es para a elegibilidade para se candidatar ? elei??o;
- Entrevistar os candidatos, se for o caso, antes de finalizar a lista de candidatos;
- Concluir a lista de candidatos para cada elei??o;
- Supervisionar a condu??o das urnas pela Comiss?o Eleitoral no dia da elei??o.

O Conselho ainda espera que os membros do NomCom se candidatem:

- sejam neutros; n?o tenham interesse nos resultados das elei??es;
- Sejam membros de confian?a da comunidade AFRINIC;
- tenham bom conhecimento do ambiente de neg?cios da AFRINIC;
- possuam de prefer?ncia experi?ncia pr?via do NomCom no ecossistema I*;
- fazer o seu melhor para cumprir as suas responsabilidades.

Os membros do NomCom n?o recebem nenhuma remunera??o.

A equipe da AFRINIC dar? apoio log?stico ao NomCom durante todo o seu mandato. Tal apoio inclui a publica??o da lista de nomeados, uma compila??o de coment?rios, modera??o da lista de discuss?o, atualiza??o do website, comunica??o com os nomeados e outras tarefas relativas ?s fun??es e responsabilidades do NomCom. The AFRINIC Board is required to appoint a Nomination Committee (NomCom) every year, in terms of article 9 of the Bylaws <https://afrinic.net/bylaws#nomcom <https://afrinic.net/bylaws#nomcom>>.

On behalf of the Board, I hereby call for volunteers from the community to fill three open positions on the 2020 NomCom.  If you are interested in serving on the 2020 NomCom, then please send your expression of interest, including a short biography, by email to legal at afrinic dot net by 10 February 2020. 

However, as per Article 9.1 of the Bylaws, no person domiciled in a region whose Board seat is open for renewal may be a member of the Nomcom.  

The duties of the NomCom, and the elections to be held are described below.

Election process and guidelines

The current version of the Board election process and guidelines are published at <https://afrinic.net/election-process/board/2020 <https://afrinic.net/election-process/board/2020>>.  It provides additional information about NomCom responsibilities, the election process, and timelines.  

Nomcom Composition and Responsibilities:

According to Section 9 of the AFRINIC by-laws, a Nominations Committee (NomCom) appointed by the Board must work to ensure that appropriate candidates are nominated to contest for open seats and that all elections are successfully conducted according to current procedures.

The AFRINIC Bylaws state that NomCom must have four members, appointed by the Board. The Board?s practice is to appoint the four members as follows;

- One member selected from within the AFRINIC Board;
- Three members selected by the AFRINIC Board from the community.

In terms of section 9.1 of the Bylaws:
- No candidate for election to the Board may be a member of the NomCom;
- No person domiciled in a region whose Board seat is open for renewal may be a member of the NomCom; this means that the 2020 NomCom may not include people who reside in the Indian Ocean and Central Africa regions.

Responsibilities of the NomCom are defined in section 9 of the AFRINIC Bylaws and include the following:

- Report to the Board and follow guidelines set by the Board;
- Call for candidates for all open positions;
- Prescribe criteria and qualifications for eligibility to stand for election;
- Interview candidates, if appropriate, prior to finalising the slate of candidates;
- Finalise the list of candidates for every election;
- Supervise the conduct of the polls by the Election Committee on election day.

The Board further expects NomCom members to:

- be neutral; to have no interest in the results of the elections;
- be trusted members of the AFRINIC community;
- have good knowledge of the AFRINIC business environment;
- preferably possess prior NomCom experience in the I* ecosystem;
- do their best to fulfil their responsibilities.

NomCom members do not receive any remuneration.

AFRINIC staff will provide logistical support to the NomCom throughout their mandate. Such support includes publication of the list of nominees, a compilation of comments, mailing list moderation, website update, communication with nominees and other duties pertaining to the roles and responsibilities of the NomCom.  Travel support will be provided for the NomCom Chair to attend the AGMM at which the elections are held.

AFRINIC Board of Directors elections:

The following Board seats are up for election by the AFRINIC Membership in 2020:

? Seat 3 (Indian Ocean), to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Mr Subramanian Moonesamy

? Seat 4 (Central Africa),  to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Dr Christian D. Bope

? Seat 6 (Eastern Africa), to serve a one-year term from mid-2020 to mid-2021.  This seat is currently vacant

? Seat 8 (non-regional), to serve a three-year term from mid-2020 to mid-2023.  This seat is currently held by Mr Serge Illunga

Policy Development Working Group (PDWG):
One PDWG co-chair position is up for election by the Policy Development Working Group.The seat is currently filled by Mr Abdulkarim Oloyede. Terms begin and end during the public policy meeting where the election is held.


Governance Committee:
One Governance Committee position is up for election by the AFRINIC Membership, to serve a three-year term from 1 January 2021 to 31 December 2023. The seat is currently held by Mr. Abdalla Omari.

Composi??o e Responsabilidades do Nomcom:

De acordo com a Se??o 9 dos estatutos da AFRINIC, um Comit? de Nomea??es (NomCom) nomeado pelo Conselho deve trabalhar para assegurar que os candidatos apropriados sejam nomeados para concorrer a vagas e que todas as elei??es sejam conduzidas com sucesso, de acordo com os procedimentos atuais.

O estatuto da AFRINIC estabelece que o NomCom deve ter quatro membros, nomeados pelo Conselho Diretor. A pr?tica do Conselho ? nomear os quatro membros da seguinte forma;

- Um membro selecionado dentro da Diretoria da AFRINIC;
- Tr?s membros selecionados pelo Conselho da AFRINIC da comunidade.

Nos termos da sec??o 9.1 do Estatuto:
- Nenhum candidato ? elei??o para o Conselho pode ser membro do NomCom;
- Nenhuma pessoa domiciliada em uma regi?o cujo assento no Conselho esteja aberto para renova??o pode ser membro do NomCom; isto significa que o NomCom 2020 n?o pode incluir pessoas que residem nas regi?es do Oceano ?ndico e da ?frica Central.

As responsabilidades do NomCom s?o definidas na se??o 9 dos Estatutos da AFRINIC e incluem o seguinte:

- Reportar-se ao Conselho e seguir as diretrizes estabelecidas pelo Conselho;
- Convoca??o de candidatos para todos os cargos em aberto;
- Prescrever crit?rios e qualifica??es para a elegibilidade para se candidatar ? elei??o;
- Entrevistar os candidatos, se for o caso, antes de finalizar a lista de candidatos;
- Concluir a lista de candidatos para cada elei??o;
- Supervisionar a condu??o das urnas pela Comiss?o Eleitoral no dia da elei??o.

O Conselho ainda espera que os membros do NomCom se candidatem:

- sejam neutros; n?o tenham interesse nos resultados das elei??es;
- Sejam membros de confian?a da comunidade AFRINIC;
- tenham bom conhecimento do ambiente de neg?cios da AFRINIC;
- possuam de prefer?ncia experi?ncia pr?via do NomCom no ecossistema I*;
- fazer o seu melhor para cumprir as suas responsabilidades.

Dear colleagues,
 
In light of recent public reports on the fraudulent manipulation of AFRINIC?s WHOIS database and internal findings, we have started to act decisively.

The resources ? IPv4 and ASN ? are being carefully examined to confirm any evidence of data compromise and proceed with the reversal of unauthorised changes. As you might expect, this is not a simple exercise and requires serious investigations, working with and confirming information (some of it many years old) from various sources. We are aware that there may be other resources that are affected and is committed to have them investigated and corrective action taken.

We are also ensuring that the current holder/contact of the resources are provided with the opportunity of proving their ownership. Thereafter, we will conduct further due diligence checks and take the action if and when necessary.

The reversal actions can be one of the following:

?               Deregistration from the AFRINIC whois database (in case the IP blocks were misappropriated from the AFRINIC pool)
?               Modification of the organisation, inetnum and aut-num objects in the whois database 
?               Moving prefixes to the original holder (change in organisation handle)
?               Locking down the organisation, inetnum and aut-num objects in the whois database so that future use is only possible after the holder has been vetted by AFRINIC.
?               Quarantine of the deregistered resources for 12 months

We have also been receiving requests from Legacy Resource Holders to update their information (organisation and inetnum). Such requests are being attended to as part of the day-to-day operations and appropriate action will be taken after due diligence checks are successful. 

We would like to inform you that as at 30 January 2020, 15 IPv4 prefixes amounting to one million of IPv4 addresses have been deregistered from the AFRINIC whois database.

In addition to the above, we would like to report that on 29 January 2020, a member reported around 10:15 UTC to us that the delegated extended stats file for the 29th of January present was inaccurate. The same issue had earlier been detected by staff and was being analysed.
 
Our analysis indicated that the data present on FTP was not consistent with the data on the resource files. Further analysis revealed that an internal system interfered with the normal generation of statistics. To resolve this, we made sure that correct delegated stats were republished on ftp.afrinic.net <http://ftp.afrinic.net/>. The corrected files were republished at approximately 11:00 UTC. The issue was thus successfully resolved.
 
We take this opportunity to apologise for any inconvenience this may have caused.

- Mise en quarantaine des ressources qui ont ?t? d?senregistr?es  pendant 12 mois

Nous avons ?galement re?u des demandes de d?tenteurs de ressources legacy pour mettre ? jour leurs informations (organisation et inetnum). Ces demandes sont trait?es dans le cadre des op?rations quotidiennes et des mesures appropri?es seront prises apr?s que les contr?les pr?alables auront ?t? effectu?s avec succ?s.

Os recursos - IPv4 e ASN - est?o sendo cuidadosamente examinados para confirmar qualquer evid?ncia de comprometimento de dados e proceder com a revers?o de mudan?as n?o autorizadas. Como voc? pode esperar, este n?o ? um exerc?cio simples e requer investiga??es s?rias, trabalhando e confirmando informa??es (algumas delas com muitos anos de idade) de v?rias fontes. Estamos cientes de que podem existir outros recursos que s?o afectados e estamos empenhados em que sejam investigados e tomadas medidas correctivas.

Estamos tamb?m assegurando que o atual detentor/contato dos recursos tenha a oportunidade de provar sua propriedade. A partir da?, iremos realizar outras verifica??es de due diligence e tomaremos as medidas se e quando necess?rio.

Tamb?m temos recebido pedidos de Legacy Resource Holders para actualizar as suas informa??es (organiza??o e inetname). Tais pedidos est?o a ser atendidos como parte das opera??es do dia-a-dia e ser?o tomadas as medidas apropriadas ap?s as verifica??es de due diligence serem bem sucedidas. 

Informamos que at? 30 de janeiro de 2020, 15 prefixos IPv4, totalizando um milh?o de endere?os IPv4, foram desregistados da base de dados whois da AFRINIC.

Al?m do acima exposto, gostar?amos de informar que em 29 de janeiro de 2020, um membro nos informou por volta das 10:15 UTC que o arquivo de estat?sticas estendido delegado para o dia 29 de janeiro presente era impreciso. O mesmo problema havia sido detectado anteriormente pelo pessoal e estava sendo analisado.
 
Nossa an?lise indicou que os dados presentes no FTP n?o eram consistentes com os dados nos arquivos de recursos. Uma an?lise posterior revelou que um sistema interno interferia com a gera??o normal de estat?sticas. Para resolver isso, n?s nos certificamos de que as estat?sticas delegadas corretas fossem republicadas em ftp.afrinic.net <http://ftp.afrinic.net/>. Os arquivos corrigidos foram republicados por volta das 11:00 UTC. O problema foi assim resolvido com sucesso.
