It is important for AFRINIC to use all opportunities (national, sub-regional...) to gather its members, listen to their concerns and address them, but in its regional context. The perceived allocation difficulties may be due to the fact that some people are not aware or familiar with the new allocation rules as set by the soft landing: - allocation windows of 8 months instead of 12 months - 90% utilisation of all previous allocation before new allocation instead of 80%. - resources utilisation in and out of the region and that staff is expected to be more strict and looking in the evaluation as we are allocating from final resources. Much can?t be done for the partisans of "give it away" and "let run out". The projections(*)seen today tend to indicate May 2019 before we enter phase 2 of the soft landing? First, I think it places AFRINIC in a rather precarious situation. Several members already have a problem with AFRINIC probing their network design. How do you think they will receive probes on their financials? Second, this proposal places a direct financial burden on AFRINIC to extend the assessment to financials. I suspect that to do this, AFRINIC would have to either hire a fulltime resource with expertise in accounting/finance or outsource to some other finance authority. The total cost of implementing either one of these interventions will most likely exceed the anticipated $100k you think AFRINIC will make in the long term. Third, some organizations, especially small one like the ones you wish to represent, might not have audited financials ? In fact some of them may not even be incorporated. The submitted proposal give the community another approach to approach for the community to think of. In fact, community network existence long way back but did not received much attention as of todate. It is a feasible bottom-up approach to connect the remain billion plus to access Internet. I would appreciate if we can have an opportunity to discuss further and develop an alternative approach that we favour them. @Coenaraad from Zenzeleni has initiated the discussion and would appreciate if we discuss it further and find out how it can be accommodated within the current AFRINIC structure. The only burden, perhaps, is to verify the credentials of the accounting firm that has signed off on it with their relevant authority. Auditors and accountants are held to a high standard by the bodies of which they are required by law to be members, and will lose their credentials and livelihood if they are found to misrepresent any information. Third, some organizations, especially small one like the ones you wish > to represent, might not have audited financials ? In fact some of them > may not even be incorporated. To ask them for audited financials would > be to inadvertently exclude them from being eligible for allocations. > This is something that I have lived through with several organizations - allow me to use this to reinforce our case: 1) An organization that is financially competent is stronger and better positioned to administer funding and become sustainable and grow in the long run. 2) While there is a cost to achieve this, it is perhaps the best single investment that an organization can make 3) The possibility of achieving a discount serves as further incentive for an organization to prioritize this important function In short, start-up businesses are in many ways already excluded - and they need all the help they can get - every bar that is lowered increases their chance at success. An organization that can only afford the one or the other, will be better served to spend what they have on incorporating and becoming financially prudent first. Many accounting professionals offer their own discounts, and many organizations exist to help such ventures. In our case, knowing what is possible, we will advise community networks and start-up ISPs accordingly - and it will stretch the funding we do manage to obtain substantially further. > The negative consequences of your proposal seem to outweigh the positives > Considering our perspective, do you still believe this? Message-ID: <11B1D3C4-BB69-418A-99EF-D5E4DA4161F3@contoso.com> Hi all, ?I've reserved a room at the first suggested hotel (Hotel Diar Lemdina), which I think is the AfriNIC venue, on October 2nd. I've got the credit card payment confirmation charge in a matter of seconds (company clictopay.com.tn). However NEVER got the room reservation confirmation from the hotel. I've tried to contact the hotel and even the clictopay company, by email (several times, using even different emails), web forms, facebook, etc., etc. Tried to use also skype to call them, and skype said that number is blocked ... No reply at all. So, I'm wondering if this is a serious venue, or we need to fix something else, because I don't think is acceptable not getting a confirmation in a matter of hours and no responses at all. Is it a fake web site and I need to contact the police for a reimbursement or what? Has somebody else got a confirmation from the hotel? Really worried about this! I?m sure somebody from AfriNIC talked to the hotel ? so for me the issue is sorted out. However, I must say that this is not a very nice response from any hotel. I travel a lot since 2001 I never got a similar situation where you book a hotel in their own web page, pay for it (up-front payment), get the payment confirmation, but not the room booking confirmation. Wait for a few days, and nothing happens, try to contact them by email and other means (including phone numbers blocked by skype!), and no answer. Contact the company issuing the credit card payment and also no answer. May be the service is excellent in the hotel, but they should change the way they manage the reservations. At the end is something that most of the time is automated, no need for a ?personal? email! And by the way, the reservation and the web page support English, but the confirmation that I got after 10 days is only in French. I can read it, but is not nice for many other participants that may not be able to use French, especially if you have an English version of the web page. I?ve not doubt on the quality of the hotels, but as said, they should do something about the reservation system. There are many scams in Internet and they should not act in such way that anyone reserving a room can thing something is wrong! If you are interested in joining the PC and meet the above eligibility criteria, please send a brief note to "pc-chairs at apricot.net". The note should include affiliation (if any) and contact details (including e-mail address), and a brief description of why you would make a good addition to the PC. The PC Chairs will accept nominations received by 17:00 UTC+8 on Monday 22nd October, 2018, and will announce the new PC shortly thereafter. Many thanks!
