As for my personal background I will make it short, I am from Durban, I moved to Pretoria and have been a bit of an all around computer man at my employer, we are a small accounting company, I am the one who knows computers and Internet at the office. Now, you know more about me than what I know about you. I am self learned in computer, I studied finance and had very little to no knowledge of internet before, I first learned windows and linux and then by installing routers and switches I got into networking all that at the office for the past 10 years, nothing big, just 10 computers, 2 servers and a couple of printers, running IPv6 to learn how IPv6 works, unfortunately not with public IPs to the outside world. So I am in no form paid to be here by my employer as an internet company and do not represent lobby groups either, I am here purely as a curious user of my own. When researching for information on how the Internet works I always knew about AFRINIC and have for years silently followed its development. I have spent many hours reading the archives from AFRINIC and the other RIRs, it is fascinating to me how the internet is made from these small overlapping groups of people and reading stories on how it all grew to be what it is today from ICANN down to AFRINIC. I know that I do not really belong, as I have no place in those meetings being an Internet user and not being paid to be an Internet person. Seeing the emails from Kangamutima zabika Christophe from the DRC using yandex made me curious to use the same freemail as it is not a very common email compared to google, so far I think it is a good one.. So I registered and started interacting on this list with it as an alternative to my regular private googlemail, which I never used for the WG, it was never intended to create any problems. Honest, I hope this clarifies a bit for you who I am and why I use a Russian email, there is no Russian conspiracy to be had here, the puppets agents are busy somewhere else. I am not representing a member of AFRINIC and we do not hold any resources, I never saw the need to actually speak out loud as a Telkom user. The recent events drew me out to express my opinions, maybe a continued silence would had been better, but I am glad that my first response did sound like strong views. I do not like the cascades of +1s seen on the various groups and discussions from the many internet discussion groups I have seen, as those look like votes and do not express any sense of knowledge or understanding of the topics. An opinion right or wrong stands on its own ground and does not require to be repeated to be valid, it only needs to be stated once to be out there, if unheard or deliberately ignored, then yes it should be repeated by whoever agrees, but it must be proven wrong by those who rejects the idea, once proven wrong, no need to bring it up again. If not proven wrong it must be processed in to the line of thought of the discussions. AS an example, I used to believe being conservative in the distribution of IPv4 was a good choice, I now look at it and believe it may have been counter productive all this time, and may have been so since IPv6 was being conceived long before even AFRINIC was created, voices were there long ago, they were discarded as well. I would place the first mistake in creating CIDR and NAT, we have been conservative in IPv4 copying what Europe and the US did and we still do not have IPv6, we are even further behind, while being the strictest in our IPv4 policies, this is why I previously mentioned that it had become a running gag, but we still do not see it getting out there. I like people who state an opinion in agreement or disagreement, a worded opinion at least helps to form new ideas. 05.01.2018, 07:54, "Ornella GANKPA" : > Hi Dabu, > > Please forgive me but I'm surprised to see unknown people with russian freemail suddenly surface on rpd and have strong views. He?s not a sock puppet and he?s voicing valid concerns. Welcome him to the process and accept his contribution. Better late than never. You know, no matter how many times you repeat this fiction, it?s still fiction. Putting a 24 month limit on returning to the line means that this proposal places an unfair barrier to resource acquisition in front of larger providers in order to protect smaller ones. > In my opinion, all major concerns have been addressed by this policy > proposal and as you mentionned people should go through the archives and > read all the discussions and versions of the policy (which was modify > many times to accomodate the community) So either you are referring to the unaddressed concerns as minor (and why do you get to make that judgment?) or you believe that abject dismissal constitutes addressing them (it doesn?t). See above? In addition to all the others, the fact remains that the unfairness of this policy in the form described in my previous paragraph above is still an unaddressed major issue with this policy. Cultural and lingustic diversity are part of what make this community strong and Kangamutima concerns should be our concern as a community. This is my best attempt to incorporate both native and non-native speaker statistics. Reliable sources for the information are difficult to find and it took multiple sources using inconsistent data formats to attempt to compile the list. Sources included a variety of wikipedia pages and other google searched locations. I?m the first to admit this is not a scientific survey and may have issues with accuracy. In order, the top 10 are: English (196M) Arabic (140MM) French (120MM) Swahili or Kiswahili (100MM) Hausa (70MM) Berber (56MM) Yoruba (28MM) Oromo (26MM) Amharic (22MM) Igbo (18MM) Total: 776MM So the top 10 languages would cover roughly 15/16ths of the population. If we move cover the top 5, we get 626MM or roughly 3/4 of the population. The top 3 (English, Arabic, French) will cover 456MM or roughly 1/2 of the population. I do find it interesting that the first African language comes in at number 4. The table below represents a number of information sources that seem to be reliable. The source of the information is on the first column, and the table contains the number of the most widely spoken languages in Africa. "N/A" means the language didn't show up on the list, numbers are the order in which the language appears. Yes, many people have challenges if communication is in English only. But if AfriNIC makes the effort to translate all core documents and the website into French (done already) and Arabic, we should be fine. Actually, the majority of people in our community who speak Arabic, English or French don't have these languages as native language. If I can communicate in pulaar, wolof, francais, english, deutsch, etc., it's because I am open to other cultures and willing to reach out to the people of these cultures. I won't be surprised that many of those who are teaching us what we should do will be lost if we engage them in another language than English, at least from the African perspective. Again, from my perspective, if we manage to have core docs and the website in Arabic, English and French, we should be fine. The africa-facts.org site doesn?t appear to provide numbers of people speaking the language to back up their count and while they don?t assign a number to English, they do mention it at the top of the page with nearly 11 million native speakers. The fact that they focus on native speakers only leads me to believe that their statistics are also likely based on native speakers only and not total speakers continent-wide. I tried to compile (what I consider more relevant) statistics of all speakers and not just native speakers. The FOCAC site appears not to consider French or English at all and it?s not entirely clear why they consider Arabic in the absence of those two. Fluentu appears to be a trimmed down version of the same content from africa-facts, including word for word duplication of the introductory text and other parts. The geneeugene blog appears to focus on statistics for native speakers and appears to count the entire population of countries where the language is spoken vs. drilling down into actual speaker counts within the country. The africaranking page does appear to be a better attempt than virtually any other site I found at doing the same sort of aggregation I was attempting. However, they don?t cite sources or really talk about their methodology, either, so I?d say that the margin of error in their data is probably similar to mine. I will note that with the exception of them placing Swahili at number 3 and French at number 4, we came to nearly identical conclusions in terms of order, though their report of more than 700 million English speakers (which I question) vs. my count of 196 million is a striking difference. If we assume that they are correct that 700 million (of a total population of 900 million) people in Africa speak English, then it seems to me that the cost:benefit ratio of translation is rather questionable given the split of the remaining 23% across at least 4 languages. However, I agree with whoever said we shouldn?t waste a lot of time on this. I think it is obviously logical to translate the site and principal documents into English (authoritative source), Arabic (First priority translation) and French (Second priority). These 3 cover the vast majority of community members, probably north of 90% if we are to believe the numbers on africaranking and certainly north of 50% based on my more pessimistic numbers. Je pense que ceux ci devraient revendiquer vigoureusement leurs droits du fait qu'ils forment une large majorit? de la communaut? d'internautes africains. > > 17.01.2018, 13:01, "community-discuss-request at afrinic.net" : > > Send Community-Discuss mailing list submissions to > > community-discuss at afrinic.net > > > > To subscribe or unsubscribe via the World Wide Web, visit > > https://lists.afrinic.net/mailman/listinfo/community-discuss > > or, via email, send a message with subject or body 'help' to > > community-discuss-request at afrinic.net > > > > You can reach the person managing the list at > > community-discuss-owner at afrinic.net > > > > When replying, please edit your Subject line so it is more specific > > than "Re: Contents of Community-Discuss digest..." > > > > Today's Topics: > > > > 1. When we talk about policies at AFRINIC, we usually mean resource allocation policies, as defined through the Policy Development Process. Translation of documents and web pages is something that can be done, and is being done, without needing a policy. Alan Barrett From alan.barrett at afrinic.net Fri Jan 19 14:24:17 2018 From: alan.barrett at afrinic.net (Alan Barrett) Date: Fri, 19 Jan 2018 18:24:17 +0400 Subject: [Community-Discuss] NomCom call for volunteers Message-ID: Dear AFRINIC community, The AFRINIC Board is required to appoint a Nomination Committee (NomCom) every year, in terms of article 9 of the Bylaws . I hereby call for volunteers from the community to fill three open positions on the 2018 NomCom. If you are interested in serving on the 2018 NomCom, please send your expression of interest, including a short biography, by email to legalafrinic dot net by Friday 3 February 2018 at 20:00 UTC. The duties of the NomCom, and the elections to be held, are described below. Election To Be Held at the AGMM in May 2018: * AFRINIC Board of Directors: Two Board seats are up for election, to serve three-year terms from 2018 to 2021. Terms begin and end after the AGMM where elections are held. - Seat 5 (Southern Africa), currently held by Lucky Masilela; - Seat 6 (Eastern Africa), currently held by Abibu Rashid Ntahigiye. * Policy Development Working Group: One PDWG co-chair position is up for election, to serve a two-year term from 2018 to 2020. Terms begin and end during the public policy meeting where the election is held. The seat is currently held by Sami Salih. * Governance Committee: One Governance Committee position is up for election, to serve a three-year term from January 2019 to December 2021. Terms begin on 1 January and end on 31 December. The seat is currently held by Wafa Dahmani. * NRO-NC/ASO-AC: No election in 2018. Terms begin on 1 January and end on 31 December. * Policy Development Appeal Committee: This is a new committee. Three committee members (seats 3, 4, and 5) shall be selected within the AFRINIC community, in a manner similar to selection of the AFRINIC community representatives in the NRO NC. Nomcom Composition and Responsibilities: According to Section 9 of the AFRINIC by-laws, a Nominations Committee (NomCom) appointed by the Board must work to ensure that appropriate candidates are nominated to contest for open seats and that all elections are successfully conducted according to current procedures. The AFRINIC Bylaws say that NomCom must have four members, appointed by the Board. The Board?s practice is to appoint the four members as follows; - One member selected from within the AFRINIC Board; - Three members selected by the AFRINIC Board from the community. In terms of section 9.1 of the Bylaws: - No candidate for election to the Board may be a member of the NomCom; - No person domiciled in a region whose Board seat is open for renewal may be a member of the NomCom; this means that the 2018 NomCom may not not include people who reside in the Eastern Africa or Southern Africa regions. Responsibilities of the NomCom are defined in section 9 of the AFRINIC Bylaws and include the following: - Report to the Board and follow guidelines set by the Board; - Call for candidates for all open positions; - Prescribe criteria and qualifications for eligibility to stand for election; - Interview candidates, if appropriate, prior to finalising the slate of candidates; - Finalise the list of candodates for every election; - Supervise the conduct of the polls by the Election Committee on election day. The Board further expects NomCom members to: - be neutral; to have no interest in the results of the elections; - be trusted members of the AFRINIC community; - have good knowledge of the AFRINIC business environment; - do their best to fulfill their responsibilities. NomCom members do not receive any remuneration. AFRINIC staff will provide logistical support to the NomCom throughout their mandate. Such support includes publication of the list of nominees, compilation of comments, mailing list moderation, website update, communication with nominees and other duties pertaining to the roles and responsibilities of the NomCom. Travel support will be provided for the NomCom Chair to attend the AGMM where the elections are held. How to Volunteer: If you are interested in serving on the 2018 NomCom, please send your expression of interest, including a short biography, by email to legalafrinic dot net by Friday 3 February 2018 at 20:00 UTC. It's worth mentioning that the main reason why Arab don't participate in AfriNIC or any other ICT-related event is the language. As to who is going to do the translation, we can ask help from Arab volunteers. I, myself, would be very happy to participate in the translation process. Thank you for providing the above input. I'm beginning to seriously wonder about the relevance of 9.1 in the Bylaws. They certainly used to make sense when there were two Board members per region and there were only elections for PDP and ASO (of which few wanted to do), but now it is only one Board member and there are also Governance and other seats from any region. That is - its probably very difficult to find NomCom volunteers from regions where there is not something going on election-wise. If the second part of 9.1 were scrapped (or even suspended) "No person domiciled in a region whose Board seat is open for renewal may be a member of the NomCom;" - I'd happily volunteer for NomCom duties, a job I believe I know pretty well. -- Mark James ELKINS - Posix Systems - (South) Africa mje at posix.co.za Tel: +27.128070590 Cell: +27.826010496 For fast, reliable, low cost Internet in ZA: https://ftth.posix.co.za From seeburn.k at gmail.com Mon Jan 22 10:35:28 2018 From: seeburn.k at gmail.com (Kris Seeburn) Date: Mon, 22 Jan 2018 14:35:28 +0400 Subject: [Community-Discuss] [AFRINIC-Announce] NomCom Call for Volunteers In-Reply-To: <8f3c0665-cb2b-fd53-4e52-85f60be7973e@posix.co.za> References: <92B433CC-2569-4E4D-B7A2-71E3A369571B@afrinic.net> <8f3c0665-cb2b-fd53-4e52-85f60be7973e@posix.co.za> Message-ID: <2641A553-8316-4DC4-A042-8A003CC7C5DE@gmail.com> Agreed mark I also won?t mind serving on nomcom done that a few times Kris > On 22 Jan 2018, at 12:46, Mark Elkins wrote: > > > >> On 22/01/2018 10:19, AFRINIC Communication wrote: >> [Version fran?aise ci-dessous] >> >> Dear AFRINIC community, >> >> The AFRINIC Board is required to appoint a Nomination Committee (NomCom) every year, in terms of article 9 of the Bylaws . >> >> I hereby call for volunteers from the community to fill three open positions on the 2018 NomCom. Let?s take Andrew he is both Kenyan and South African but on nomcom we still had John Walubengo from Kenya. As far as the geographic directors fine no issues none from east and south will be chosen. Next year there will be two geo and one non geo we only know candidates after the call. Then in which case this defeats the purpose. My two cents. @ Boubakar I don?t see issues for others to participate in fact it will. Be a good thing for new but I still think they need guidance. But I?ll be more than happy that we get the numbers to form the committee and good ones. Not talking for mark we have seen all through the years there is 3 to 5 or 6 and some get disqualified because they are from the same country of the geo candidate. And the board makes a call for volunteers anyone interested is open to do so. Then the board looks into the profiles also if let?s say one member of nomcom is in the country of AIS. Makes cost less.
