While you are right about the similarity in post-election mandate, the
relevant bylaw section, and indeed this thread is about the election of the
Independent Seat.

To date, regional diversity has not been a criteria for shortlisting
candidates for the Independent Seat. This fact differentiates the
Independent from the Segional seats on the board.
