I would recommend amending this to require that participants have an email address.

It seems to me that useful participation in the PDP by stakeholders is better defined in this way in that if you have a stake in the internet, it’s hard to imagine a scenario in which you wouldn’t be able to obtain at least one email address at a sufficiently low burden.

Further, I think that lacking an email address means an inability to participate in the PDWG mailing list. As such, I think it would preclude informed participation in the process.
