hi,

As nobody seems interested by my  call here, may i suggest  and  ask  frank to 
write a draft on the problem statement on this thread for discussions.

If we can agree on that, we can quickly move to a document  saying what we 
want the rest of the world know and do regarding blacklisting african 
prefixes.

We can try to get it adopt and publish in durban as afrinic document.
