At the last AFRINIC meeting we held a discussion on the spam issues on the 
AFRICAN Continent.

To go further we have to agree on the following point:

- Do we agree on moving to a SIG or WG?
 OR
- continue discussing only on a list.?

If the answer is yes on one of the previous point I would like each part to 
give its opinion for Us to agree together on what will be the step1.

(step1 will be to decide to stay discussing on the list or to move on 
SIG/WG)
