
<html><head><meta http-equiv="content-type" content="text/html; charset=utf-8"></head><body style="overflow-wrap: break-word; -webkit-nbsp-mode: space; line-break: after-white-space;"><p class="lead">[Sent on behalf of the ASO]</p><p class="lead">Dear RIR Community</p><p>As a Decisional Participant, the Address Supporting Organization received a notification from the ICANN Secretary requiring Decisional Participants to promptly inform their constituents of the delivery of below ICANN Board decisions on Fundamental amendments in Article 4, Sections 4.2 and 4.3 of the ICANN Bylaws.</p><p>The amendments are related to include ICANN Grant Programs to the current text of the bylaws of the above mentioned articles.</p><p>Notice of Board Approval of Fundamental Bylaws Amendments</p><p>Board approved of the ICANN Board approval of the Fundamental Bylaws Amendments to Articles 4, sections 42 and 4.3 on 11 November 2024. Discussion, rationale and resolution approving the Fundamental Bylaws Amendments is available at <a href="https://www.icann.org/en/board-activities-and-meetings/materials/approved-resolutions-regular-meeting-of-the-icann-board-10-11-2024-en">https://www.icann.org/en/board-activities-and-meetings/materials/approved-resolutions-regular-meeting-of-the-icann-board-10-11-2024-en</a></p><p>The text of the Fundamental Bylaws Amendments is available at <a href="https://itp.cdn.icann.org/en/files/governance/uppdates-to-article-4-icann-grant-program-07-08-2024-en.pdf">https://itp.cdn.icann.org/en/files/governance/uppdates-to-article-4-icann-grant-program-07-08-2024-en.pdf</a></p><p>Under the ICANN Bylaws, delivery of the Secretary’s Notices triggers an Approval Action Community Forum to be convened and concluded during the period beginning upon the Approval Action Board Notification Date (11 November 2024) and ending at 11:59 pm (PDT) on the 30th day after the Approval Action Board Notification Date (11 December 2024); or during the next scheduled ICANN public meeting (ICANN81). Please refer to Article 1.2, Annex D of the ICANN Bylaws for additional details on Approval Process https://www.icann.org/resources/pages/governance/bylaws-en/#annexD and note that Approval Action Community Forum is convened at the direction of the EC Administration (ECA).</p><p>Following the expiration of the Approval Action Community Forum Period (11 December 2024), the 21-day Approval Action Decision Period will begin, expiring at <b>23:59 PST on Wednesday, 1 January 2025</b>. Because this Decision Period is scheduled to conclude over a widely-observed holiday period, if the Empowered Community is interested in an extension of the expiration until <b>Wednesday, 8 January 2025</b>, ICANN will confirm in writing its agreement to such an extension</p><p>Any comments on this notification should be sent to the ASO Secretariat ( secretariat [at] aso.icann.org ) before the deadline.</p><p>Regards</p><p>ASO Secretariat</p></body></html>
