During this process, we received nearly 300 responses from the different Internet communities associated with each Regional Internet Registry (RIR). Below is the total breakdown of responses by region: APNIC (Asia Pacific) 154 (51.7%) AFRINIC (Africa) 55 (18.5%) RIPE NCC (Europe, Middle East and parts of Central Asia) 36 (12.1%) ARIN (North America and the Caribbeans) 32 (10.7%) LACNIC (Latin America and the Caribbean) 20 (6.7%) Not Applicable 1 (.03%) The questionnaire was open from 8 October to 6 December 2024, allowing participants to share their opinions, rate each principle, and provide additional comments. In the coming weeks, we will begin working on a qualitative analysis of the responses received, which will be shared with the Internet community. This process focuses on reviewing and updating the fundamental principles of ICP-2, a key document that defines the criteria for recognizing and evaluating RIRs. The questionnaire was open from 8 October until 6 December 2024. During this window, we received 298 individual submissions from the Regional Internet Registry (RIR) communities. The summary and the raw data questionnaire are available here . This summary provides an overview of the input received, first and foremost, to support the drafting of the updated ICP-2 document, and secondly, to report back to the RIR communities. Thirdly, the feedback provides important insights that will be valuable for the future implementation of the updated version of ICP-2. The summary does not include the NRO NC?s opinions on or responses to the comments submitted, nor does it include an evaluation of the communities? opinion on the principles. The NRO NC will continue to discuss the communities? feedback as well as the input received through ICANN?s public comment while drafting the updated ICP-2 document. For each proposed principle, respondents could express their level of agreement through a five-point opinion scale (Strongly Agree, Agree, Neutral, Disagree, or Strongly Disagree) and provide comments. The Number Resource Organization Executive Council (NRO EC), in conjunction with the Address Supporting Organization Address Council (ASO AC), decided it was time to review and update the Internet Coordination Policy (ICP-2) to meet current needs. In October 2023, the Number Resource Organization Executive Council (NRO EC) asked the NRO Number Council (NRO NC), that fulfils the role of the Address Supporting Organization Address Council (ASO AC), to establish and manage a process to update the ICP-2. Modification of ICP-2 requires an open and transparent process to allow participation from across the global RIR and ICANN communities. In this webinar, the panelists will showcase the progress achieved so far in the ICP-2 Review. The session will also provide an introduction to the draft version of a document that aims to update ICP-2: Criteria for Establishment of New Regional Internet Registries. This updated document is titled "Governance Document for the Recognition, Maintenance, and De-recognition of Regional Internet Registries". The injunction prohibits and restrains e-voting being opened on 16 June and in-person voting being conducted on 23 June. The consultations were open from 14 April until 27 May 2025. During this window, the NRO NC received comments across the five RIR mailing lists, input via various webinars and online sessions, sessions held at RIR Meetings, engagement with ICANN communities and also via the ICANN Public Comment process. This summary provides an overview of the comments received, including input received through ICANN?s public commen t which was held in parallel with the RIR community engagements. The report in question references two document links as evidence of a supposed flaw. However, these links were associated with a test nomination created internally by AFRINIC staff. They were not publicly accessible through the platform, nor were they exposed due to any system vulnerability. Rather, they appear to have been shared by someone with legitimate access. Our Nomination Platform Remains Secure We want to reassure the community that the platform remains secure and that no real member data has been compromised. We remain fully committed to a fair, trusted, and transparent election process. Our immediate internal investigation confirms: ? The documents referenced were part of a controlled test nomination submitted during platform testing. ? Access to these links was limited to the Registered Contacts of the organisation involved in the test, and AFRINIC staff directly supporting the election process. ? No actual member data was leaked or made accessible to unauthorised individuals. Why This Is Not a Vulnerability ? Each document link contains a unique 39-character (312-bit) ID generated randomly. ? These links cannot be guessed or enumerated through any automated or manual means. ? The file storage directory does not permit listing or browsing. ? The only plausible way for such a link to become public is through intentional sharing by someone who received it. Our findings strongly suggest that one or more recipients of the nomination emails shared these links externally, in violation of AFRINIC's data confidentiality policies. Our Priority is Ensuring Election Integrity The integrity of this election process and the protection of member data remain paramount. This updated document is titled ?Governance Document for the Recognition, Operation, and Derecognition of Regional Internet Registries? (RIR Governance Document) and can be viewed here (https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-document-version-2/). A consultation on the first version of the draft document was held from 14 April to 27 May earlier this year. Feedback received from this consultation was used to inform the revisions. We now invite your input on the revised draft. Please make sure to share your feedback by Friday, 7 November 2025. Background Information In October 2023, the Number Resource Organization Executive Council (NRO EC) asked the NRO Number Council (NRO NC), that fulfils the role of the Address Supporting Organization Address Council (ASO AC), to establish and manage a process to update the Internet Coordination Policy (ICP-2): Criteria for Establishment of New Regional Internet Registries (https://www.icann.org/resources/pages/new-rirs-criteria-2012-02-25-en) document. Modification of ICP-2 requires an open and transparent process to allow participation from across the global RIR and ICANN communities. As part of this process, the NRO NC invited the global Regional Internet Registry (RIR)? communities (https://www.nro.net/the-nro-invites-internet-community-to-participate-in-icp-2-questionnaire/) to provide feedback on each principle via a questionnaire, which was open from 8 October until 6 December 2024. On 24 February 2025, the NRO published a qualitative analysis and summary (https://www.nro.net/policy/internet-coordination-policy-2/icp-2-principles-questionnaire-report-and-data/) of the community responses received on the proposed principles to update ICP-2. The NRO NC hosted a community consultation in each RIR region, in parallel with an ICANN Public Comment, from 14 April until 27 May 2025. The summary report from the consultation (https://www.nro.net/policy/internet-coordination-policy-2/rir-governance-document-consultation-summary-report-and-data/) was published on 30 July 2025. The NRO NC has reviewed and considered the feedback received during the original consultation, and is now providing the same opportunity for community review of the revised draft. To simplify community review, the NRO NC will also provide supporting documents including a redline version showing the differences between the two drafts and a summary rationale for the changes in the new version in the coming days. Share Your Input The NRO NC is now seeking community input on the revised text of the proposed ?RIR Governance Document?. This feedback will be reviewed by the NRO NC during their upcoming workshop scheduled from 12 to 14 November 2025. We ask you to please keep the following in mind while preparing your comments: Please share feedback that is specific to this document. We are particularly interested in hearing your views on whether this draft addresses questions and concerns with the previous draft.
