hello tim and ken,

this is not actually an alternative root, and as you say, it's not 
anything new either.  it's just a relaunch of an already existing service.

according to CNNIC colleagues, they have been using a work-around for 
several months now to allow chinese users to register unicode strings 
with chinese characters as an SLD under .cn. so, in practice, the chinese 
user can type the chinese characters into their web browser, and the 
work-around just adds .cn to the string, without the user having to do 
anything.

so alain aina is correct that this is not relevant to afrinic activities.
