Nice contribution from Joel. We need to engage those organizations who have assigned their‎ African branches with IP addresses from other regions to know the rationale behind their actions and then we will know the next course of action based on their response.

I'm thinking that they may not want to be limited by the disadvantages that is associated with the source of the IP resource (eg. Nigeria)

It's appears like some of the African Telcos acquired IP resources not from
AfriNIC and assigned such to their African customers. This implies that the
customers' traffic will count as none African traffic. There should be a
policy to encourage such Telcos to acquire resources from AfriNIC.

I believe with Joel. Indeed, I found this situation in africa DNS
study initiated
by ICANN.
I think it is time to propose an African dialogue on IP policy under the
sponsorship of Afrinic.

This consultation will involve telecom operators, ISPs, registrars,
registrants and resellers. It is very important and even urgent that this
issue be discussed to improve the DNS industry in Africa..
