If I am operator A and I am a relay on the Region in many cases I can be a 
problem for you operator B.
Many scenari0 are possible.

Right.
But don't wee need to make them aware of this?
Most of african countries doesn't even have a law about Digital content

The good news is that some countries are taking big steps.
- Tunisia is in advance in the field
- In July this year Universite Cheick Anta Diop has celebrated the first 
promotion in Master of Regulation Laws.
- Cote d'ivoire is working seriously on it and we are having in October this 
year the African Forum on Cybersecurity
- South Africa etc...

I was dicussing in July with a lawyer in Cote d'Ivoire and it seems that 
because of the lack of specific laws they passed things like scams under 
criminal act.
The same laws apply in many cases like somebody who destroy his company's 
data intentionaly or unintentionaly etc....
Judges are overtaken.


Added to that some organization are taking the law issue seriously in 
consideration.

Our goals here Is to identify the issue and area of work and to give a shout 
of appeal for the need to look around these 3 fields.
AfriNIC can now choose to have people work on some specifics  issues or not.
Eg: for the issue related to Afrnic as Registry, it can be decided to 
produce some best practices for people taking ressources from Afrinic.
