There are tunnels brokers that provide the way, such as HE, by means of dynamic DNS, etc.
If you use a router with OpenWRT, this is pretty easy, but it can be done also in many other ways.

I must say that, the most difficult here is to gain interest of people
(tech,admin guys). It's not a matter of money or policies at first.
Our ISP activate its v6 link because we said «we will not pay until
you respect our contract» . They did the first step; it's not entirely
done but I was happy .
If more people,organisations put pressure like that I'm sure IPv6 will
take off or at least, more people will take care of it.
I hope the next session of IPv6 training in Cameroon will not be an
«Yet another training» but they will be more concrete deployment. I
have already participated in more than 1 training and I have the duty
to do my best at my side to raise awareness on that matter.
That's was my 2 cents from a little end-user.
