You're right. This web page seems to say that /48s come from  
2001:4200::/23 along with /32s.

For those who can't see it, ARIN's web site does not list minimum  
allocation sizes (maximum prefix length) alongside the IPv6 prefixes.  
It does list this information for IPv4, though.

That's because there isn't a general purpose PI policy for IPv6, but  
the policy for IXPs allows IXPs with a single peering LAN to receive  
just a single /64 if they are adamant they do not need more. For that  
reason, the document says that the smallest assignment in  
2001:0600::/23 is a /64.
