It clearly states that DCA substantially misbehaved during the<br>
application process, and that Ms Bekele was spoken to in this regards,<br>
that there was no conflict of interest whatsoever, in fact the Ombudsman<br>
could not even figure out what conflict of interest was alleged with<br>
regards to Mr Dispain.<br>
