I believe that ICT Policies is the foundation because ICANN is not
a levitating Organisation. Its Constituents are made by
individuals from different countries. Therefore individuals
serving in ICANN must have joined the organisation with something
from home country to contribute! that "thing" is policy in
addition to good intention.
