As you know, we started thinking<br>
about the theme to be addressed during our next AFRALO-AfrICANN joint meeting<br>
in Toronto since one month (see my mail dated on Thursday, September 6). Several proposals have been done<br>
and the most supported one was “creation of an ICANN fund for the developing<br>
countries”.<br>
<br>
A drafting team has been established<br>
and we started working on the first draft of the statement. In the meantime,<br>
the Working Group on the ICANN African Strategy (ASWG) released its report and<br>
put it for comment by the African community; the report, after inclusion of the<br>
received comments, will be presented on Monday 15 October from 15:00 to 16:30<br>
in Toronto. The creation of an ICANN fund for the developing countries was one<br>
of the report recommendations.<br>

As we progress in drafting the<br>
statement, we realized that we will speak about a subject that will be<br>
addressed on Monday with the same audience. We felt it boring for the<br>
participants to hear and speak about the same subject twice, and it will be<br>
difficult to make an interesting statement.<br>
<br>
This issue has been on the Agenda of<br>
the AFRALO call yesterday and the participants in the teleconference decided to<br>
cancel the AFRALO AfrICANN meeting planned for Wednesday 17 October.<br>
<br>
Therefore, I would like to inform<br>
you that the AFRALO AfrICANN joint meeting of Toronto, is canceled.<br>

Comme vous<br>
le savez, nous avions commencé à réfléchir sur le thème à débattre pendant<br>
notre réunion conjointe AFRALO AfrICANN à Toronto depuis un mois (voir mon mail<br>
du jeudi 6 Septembre). Plusieurs propositions ont été mises sur la table, et<br>
celle qui a eu le plus de soutien était « création d’un fonds ICANN pour<br>
les pays en développement ».<br>

Une équipe<br>
de rédaction de la déclaration a été formée, et nous avions commencé à<br>
travailler sur la première mouture. Pendant ce temps, le Groupe de travail sur<br>
la Stratégie Africaine d’ICANN (ASWG) a publié son rapport, demandant à la<br>
communauté Africaine de le commenter. Ce rapport, après inclusion des remarques<br>
reçues, sera présenté le Lundi 15 Octobre 2012 de 15:00 à 16:30 à Toronto. La<br>
création d’un fonds ICANN pour les pays en développement est l’une des<br>
recommandations du dit rapport.<br>

Au fur et à<br>
mesure que nous progressons, nous avons réalisé que nous allons parler d’un<br>
sujet qui va être présenté et détaillé lundi avec la même audience. Nous avons<br>
senti qu’il va être ennuyant pour l’assistance de traiter le même sujet deux<br>
fois, et qu’il va être difficile de produire une déclaration valeureuse.<br>
<br>
Ce point<br>
était inscrit à l’ordre du jour de la téléconférence d’AFRALO tenue hier, et<br>
les participants ont décidé d’annuler la réunion AFRALO AfrICANN prévue<br>
Mercredi 17 Octobre.<br>
<br>
Au vu de<br>
cette décision, je vous informe que, la réunion conjointe AFRALO AfrICANN de Toronto<br>
est annulé.<br>
