C'est presque la même démarche dans la plupart des pays de l'Arique de l'Ouest, de l'afrique de l'Est et dans certains pays de l'afrique australe.<br>
<br>le véritable noir demeure l'afrique centrale où ce genre des dispositions inclusives et participatives fait défaut jusqu'à ce jour et cela au détriment d'une population de plus en plus marginalisée.<br><br>
La développement de la téléphonie mobile est un miroir qui cache des réalités amères où la communication, devenue indispensable, oblige 85% de la population à s'offrir ce moyen de communication:<br>-combien coûte une carte de recharge? Et il faut communiquer presque chaque jour.<br>
-le marketing agressif des opérateurs GSM qui poussent des familles de plus en plus pauvres à acheter des cartes de recharge pour gagner des prix comme un 4x4, un camion... Qui exploite qui? En fait c'est le pauvre qui enrichit le riche. Le riche devient de plus en plus riche et le pauvre de plus en plus pauvre.<br>
<br>la connexion internet: faut-il que l'on repète est un exercice de guerrier et à quel coût? Faut-il encore croire que même dans les secondes villes de l'afrique centrale, 0.5 % de populations ont accès à l'internet.<br>
<br>Je fais allusion de l'afrique centrale pour avoir été coordonnateur sous régional de la société civile africaine pour la société de l'information en afrique centrale.<br><br>Entre décideurs politiques et secteur privé , c'est le langage busness, gagnant-gagnant, commission bien salée.<br>
<br>Ce sont des faits coup de massue lorsqu'il faut développer une solution technologique accessible aux différentes catégories sociales ou à des corporations professionnles telles que les agriculteurs, les pêcheurs, les éleveurs etc... <br>
<br>Pourtant, un bon nombre de pays africains y sont parvenus: Sénégal, Mali, Burkina Faso, Bénin, Ouganda etc...<br><br>Lors des réunions préparatoires du SMSI, il y a eu la très belle expérience dans la participation de tous les acteurs: gouvernement, secteur prive et société civile.<br>

penalisent meme nos pays qui ont toutes les technologies (fibre, lien Wireless )
pour echanger du traffic entre eux. C'est grave que deux pays frontaliers
doivent payer de l'argent a un fournisseur international pour le traffic entre

<div>J'ai l'impression que les professionnels (en tout cas dans mon pays),
sont plus intéressés par les affaires que par la vulgarisation. A tel point
qu'ils semblent évoluer en vase clos. Dans un secteur où la communication
devrait être l'attitude normale, c'est plutôt le cloisonnement qui règne.
Seules les informations commerciales des providers sont disponibles. Rien
d'autres. Et lorsqu'on leur propose de communiquer, il y a très peu de chances
d'obtenir gain de cause. Et si les pouvoirs publics ne font pas mieux (ou ne
comprennent pas les enjeux), on risque de ne jamais combler cette fameuse
"fracture numérique" qui nous fait tant défaut.</div>

coté des professionnels pour faire la promotion d'internet. D'autres part,
nous, professionnels devont davantage nous ouvrir vers les pouvoirs publics
et mener un travail de communication intense pour mieux poser et expliquer
