Fall back to TCP because of truncation<br>2. High Memory usage on servers.<br>3. The title of the article says "Root zone changes may shake up Net in Africa". Your subject line says something different. Even if "developing countries are often the dumping ground for the outdated hardware and software", that does not mean that Africa will be shaken off the Internet.<br>
