& the ccTLD’s main weakness was that it is not protected by national
policy or legislation. I’m not really advocating that governments should
regulate their ccTLD managers, but it certainly helps if governments have at
least a clear policy of where its ccTLD & its ccTLD manager fit in.<o:p></o:p></span></font></p>

gone through the legislation route (i.e. they use law of parliament) to define

(.au) are examples of this.<o:p></o:p></span></font></p>

should look at what model suits it well, but each model will come with varying
degrees of responsibility and entitlements. If you choose industry
self-regulation, then make sure you industry has sufficient funds to operate

won’t have a headache of funds in the short term, but the ccTLD is still
expected to become self-funding in the medium term. In certain cases where
government is involved in legislating its ccTLD, the risk is of course the
usually unwanted government intervention. Yet in the .za case, there is very
minimal government role in the ccTLD, which is a good thing.<o:p></o:p></span></font></p>

registrars don't require a license. I agree with this principle because it is
not restrictive at the bottom of the pyramid.<br>

There seems to be some misunderstanding about what the <st1:country-region
w:st="on"><st1:place w:st="on">kenya</st1:place></st1:country-region>
communication<br>
amendment act 2009 (KCA 2009) and what it proposes to introduce, which is<br>
basically the era of convergence.<br>
<br>
It is the introduction of liberalisation at<br>
the sub domain level by creating a<br>
competitive registrar model. KENIC remains the ccTLD manager of the whole<br>
dot KE namespace and<br>
registry operator. What the KCA ammendment requires is if a registered<br>
company wants to manage/sell the second level, i.e. .<a href="http://co.ke"
target="_blank">co.ke</a>, <a href="http://sc.ke" target="_blank">sc.ke</a>
etc. they<br>
would need to get a license from CCK to become an registarar.<br>
This is encouraging competition at the sub domain level and from my<br>
interpretation that is progress..there has been a discussion on some lists<br>
that the government takes on a larger than life oversight role, this is not<br>
correct and please note that the regulatory authority CCK has always been a<br>
major stakeholder in KENIC<br>
