<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">Le Conseil de l'Europe préconise un accès abordable, libre, sûr et
diversifié à l'Internet. Pour répondre à l'attente des utilisateurs de services
sur Internet, qui veulent qu'ils soient accessibles et abordables
financièrement, mais aussi sécurisés, fiables et continus, le Comité des
Ministres du Conseil de l'Europe vient d'adopter une Recommandation aux Etats
membres pour promouvoir la valeur de service public de l'Internet.</span></p><span style="font-family: Arial;" lang="FR">L'Internet est un outil essentiel dans nos activités quotidiennes. L'Internet
permet d'exercer les droits de l'homme, de participer à la vie publique et
démocratique, de s'exprimer librement, d'échanger et de créer, selon le Conseil
de l'Europe. </span>
<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">L'Internet favorise l'exercice et la jouissance de certains droits tout en
risquant de les affecter parfois (vie privée, dignité de l'être humain et même
droit à la vie), ajoute le Conseil de l'Europe.</span></p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">Cette Recommandation aux Etats membres invite les gouvernements à définir
les rôles et responsabilités des principales parties prenantes - secteur
public, secteur privé et société civile. Il encourage notamment le secteur
privé à se familiariser avec ses responsabilités éthiques en évolution.</span></p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">Les politiques développées devraient viser à promouvoir la protection des
droits de l'homme, le pluralisme, la diversité culturelle et la démocratie. Les
Etats membres devraient favoriser l'accès du plus grand nombre à l'Internet et
affirmer la liberté d'expression et la libre circulation de l'information sur
l'Internet tout en veillant à ce que son contenu soit nourri par l'ensemble des
régions, pays du monde et groupes sociaux.</span></p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">Les Etats doivent s'engager à une coopération juridique internationale afin
de renforcer la sécurité et le respect du droit international sur Internet. A
cette fin, le Comité des Ministres appelle notamment les gouvernements à signer
et ratifier deux textes du Conseil de l'Europe : la Convention sur la
cybercriminalité et la Convention pour la protection des enfants contre
l'exploitation et les abus sexuels.</span></p>
<p class="MsoNormal"><span style="font-family: Arial;" lang="FR">Le Conseil de l'Europe portera le message contenu dans cette Recommandation
au Forum sur la Gouvernance de l'Internet qui se tiendra à Rio de Janeiro
(Brésil) du 12 au 15 novembre. Il y organisera l'un des ateliers, consacré à la
valeur de service public de l'Internet.</span></p>

<p><span style="font-family: Arial;" lang="EN">The Council of
Europe's Committee of Ministers has today adopted a recommendation to member
states promoting the public service value of the internet. The recommendation
aims to respond to users' expectations that internet services should be accessible,
affordable, safe, reliable and continuous.</span></p>
<p><span style="font-family: Arial;" lang="EN">The
recommendation recognises that the internet has become an essential tool in
daily life, allowing people to enjoy their human rights and take part in public
life and democratic processes, as well as encouraging expression, creativity
and the exchange of information and ideas; the internet promotes the enjoyment
of certain rights whilst challenging others (notably concerning private life,
human dignity and even the right to life).</span></p>
<p><span style="font-family: Arial;" lang="EN">The text
invites governments to define the roles and responsibilities of the main
stakeholders - including the public and private sectors and civil society. It
notably encourages the private sector to be aware of its changing ethical
responsibilities.</span></p>
<p><span style="font-family: Arial;" lang="EN">The
recommendation states that national policies should aim to protect human
rights, pluralism, cultural diversity and democracy. It calls on member states
to enable a greater number of people to have access to the internet and to
support online freedom of expression and information, whilst seeking to ensure
that its content should be enriched by all different regions, countries and
social groups.</span></p>
<p><span style="font-family: Arial;" lang="EN">The document
encourages member states to engage in international legal efforts to reinforce
security and protect international law on the internet. To this end, it
encourages governments to sign and ratify the Council of Europe conventions on
cybercrime and on protecting children against sexual abuse and exploitation.</span></p>
<p><span style="font-family: Arial;" lang="EN">The Council of
Europe will transmit the message included in this recommendation to the World
Internet Governance Forum, taking place in Rio de Janeiro from 12 - 15 November, where
it will organise a workshop dedicated to the public service value of the
internet.</span></p>
