Sorry All, forgot your week end reading :-). Here it is:

4. Formative years of Net in steady hands
The Los Angeles Times has a tribute to Vint as chair of ICANN, complimenting him on his speech at the gala event at Sony Studios saying it "was vintage Vint". Noting Vint was "clad in the three-piece suit that has seemingly been grafted to him since his high school days in Van Nuys", the Times said his "tenure at ICANN has been full of that kind of consensus-inducing graciousness, even though his technical accomplishments are such that he could be a complete jerk and still reign from the pantheon of Internet heroes." There is praise from Karl Auerbach - "Vint was a wonderful chairman, and he's a wonderful guy" - while also noting that "Time and again, Cerf has defused angry critics by listening intently, asking questions and listening some more. As a result, ICANN's future seems surer than ever -- secure enough that Cerf, who initially wanted to stay chairman for a single year, can finally retire from the Marina del Rey-based nonprofit organization and go back !

12. Change Of Leadership At ICANN As Cerf Makes Way For IP Expert by Monika Ermert for Intellectual Property Watch
Monika Ermert examines the last ICANN board meeting chaired by Vint Cerf and his role in recent months/years. She claims there "has been criticism against the frequent unanimous board votes in many board meetings, a symbol of Cerf's compromise-oriented style that he also exercised during his last board session where every motion on an implementation report for new gTLDs, a working group for fast track IDN ccTLD introduction and more were taken unanimously." However Monika believes this era could be over under the new chair as Peter "did not shy away from voting against the much-debated new .com-registry contract with VeriSign. He also joined a minority of board members defending the application of .xxx against a board vote allegedly motivated by government and some industry pressure." There is a comment from Dirk Krischenowski saying he is happy with Peter's appointment who says "he will focus on ICANN core tasks and will promote new domain name spaces."
Milton has two articles in today's highlights from the Internet Governance blog. The first looks at the Department of Commerce's public review of ICANN. Milton writes, "This initiative must be perceived in combination with renewed signs of 'enhanced cooperation' – the WSIS-inspired code words for European demands that the
U.S. accommodate their concerns about unilateral U.S. control of the Internet's root. Together it faintly signals some kind of movement on the thorniest issue in global internet governance. Movement in exactly which direction remains unclear, but pressure from BRIC countries in the UN Internet Governance Forum certainly plays role in it." Milton goes on to say the review is more interesting because of "the apparent revival of 'enhanced cooperation' – the WSIS-inspired code words for European demands that the
U.S. accommodate their concerns about unilateral U.S. control of the Internet." Milton concludes, "One can, therefore, sense moveme!
nt [on enhanced cooperation], but movement in exactly which direction remains unclear. The ability of the UN Internet Governance Forum to create an independent environment for political and normative pressure certainly plays role in it.
In Milton's second article today he writes, "ICANN's GNSO Council stumbled and bumbled its way to a nonresolution of the Whois privacy controversy today (Wednesday, All Hallows Eve). On the surface, nothing changed. Despite ICANN's inertia, however, the 'status quo' Whois is gradually being eroded by a combination of market forces, which allow registrants to buy a modicum of privacy protection from registrars, and the ongoing threat of legal assaults on Whois from outside the United States. A growing number of ccTLDs and gTLDs can be expected to force ICANN to adjust its Whois requirements to the data protection laws of other countries, the most current example being the TELNIC case. This means that the status quo equilibrium left in place by ICANN's inability to act is tilting slowly in favor of privacy. At the same time, law enforcement and takedown measures are taking new directions, pioneered by the Anti-Phishing Working Group, that also work outside the ICANN proces!
s." Milton goes on to ask "what, exactly, did the Council pass?" He answers his question with "Despite ICANN's inertia the 'status quo' Whois is gradually being eroded by a combination of market forces" ... and the ongoing threat of legal assaults on Whois from outside the United States." Milton believes following pressure from ccTLDs and gTLDs ICANN will be forced to adjust its "Whois requirements to the data protection laws of other countries, the most current example being the TELNIC case." Milton concludes in part, " The ICANN Board will therefore begin to bless exemptions from Whois based on national law, a trend that is inevitable, cumulative and as right as rain."

The decision by ICANN represents another step toward the approval of IDNs as early as next year. The working group will focus on domains for specific countries, such as the Chinese-character equivalent of China's ".cn" suffix.

The committee, called the Generic Names Supporting Organization, also voted 17-7 against a proposal that would have allowed "natural persons," people who register domain names for purposes other than conducting business over the Internet, to list the contact information of designated third parties in the WHOIS database, rather than their own.

The Sleeper Issue in Los Angeles by Milton Mueller
Amidst all the drama surrounding ICANN's Los Angeles meeting (Vint Cerf's exit from the ICANN Board, protests over the free expression implications of its new gTLD policy, the Whois-privacy debate and steps toward new multilingual domain names) an important signal about the future of ICANN was almost lost in the shuffle. The
U.S. Commerce Department announced a full-scale, public review of the global Internet governance regime's status. Interested parties have until 15 February 2008 to submit their comments. This initiative must be perceived in combination with renewed signs of "enhanced cooperation" – the WSIS-inspired code words for European demands that the
U.S. accommodate their concerns about unilateral U.S. control of the Internet's root. Together it faintly signals some kind of movement on the thorniest issue in global internet governance. Movement in exactly which direction remains unclear, but pressure from BRIC countries in the UN Internet Governance !
Forum certainly plays role in it.
http://blog.internetgovernance.org/blog/_archives/2007/11/4/3332778.html

34. Hallowe'en story: the Whois Monster Mask Slips Off by Milton Mueller
ICANN's GNSO Council stumbled and bumbled its way to a nonresolution of the Whois privacy controversy today (Wednesday, All Hallows Eve). On the surface, nothing changed. Despite ICANN's inertia, however, the "status quo" Whois is gradually being eroded by a combination of market forces, which allow registrants to buy a modicum of privacy protection from registrars, and the ongoing threat of legal assaults on Whois from outside the United States. At the same time, law enforcement and takedown measures are taking new directions, pioneered by the Anti-Phishing Working Group, that also work outside the ICANN process.

RIPE Community Resolution on IPv4 Depletion and Deployment of IPv6
During the RIPE 55 meeting in Amsterdam, the RIPE community agreed to issue the following statement on IPv4 depletion and the deployment of IPv6. "Growth and innovation on the Internet depends on the continued availability of IP address space. The remaining pool of unallocated IPv4 address space is likely to be fully allocated within two to four years. IPv6 provides the necessary address space for future growth. We therefore need to facilitate the wider deployment of IPv6 addresses.
