SUMMARY
This week, cybersecurity and geopolitics on Internet governance headlines, as <https://www.itu.int/dms_pub/itu-d/opb/str/D-STR-GCI.01-2017-PDF-E.pdf> the International Telecommunication Union (ITU<http://www.itu.int/>) releasing its second Global Cybersecurity Index (GCI)<https://www.itu.int/dms_pub/itu-d/opb/str/D-STR-GCI.01-2017-PDF-E.pdf> said about 38 per cent of countries have a published cybersecurity strategy and an additional 12 per cent of governments are in the process of developing one. Furthermore, The Global Commission on the Stability of Cyberspace (GCSC) convened in Tallinn, seeks to develop a definition of “critical infrastructure” in order to protect it against cyber attacks. In addition, President Donald Trump's homeland security adviser has announced a new cybersecurity partnership with Israel. Cambodia sent home on Thursday 74 Chinese nationals wanted in China on suspicion of extorting money from people over the internet and by telephone, Cambodian police said. Furthemore, The Forum of Incident Response and Security Teams (FIRST) has announced the release of version 1.0 of the Guidelines and Practices for Multi-Party Vulnerability Coordination and Disclosure document. On e-commerce, Leaders from the 20 leading global economies will discuss taxation of the digital economy at their meetings in Hamburg on Friday and Saturday, German Finance Minister Wolfgang Schaeuble told German broadcaster ZDF on Thursday. China’s government has established a dedicated “Internet Court” in Hangzhou to adjudicate on the rapidly growing number of e-commerce disputes.
On data protection, The EU’s Article 29 Working Party (“WP29”) has issued new guidance on data processing in the employment context.
On net neutrality, Facebook and Google will be joining a mass online demonstration in support of the Federal Communications Commission’s (FCC) net neutrality rules.
On infrastructure, Russia plans to invest 200 billion rubles (around 3.4 billion U.S. dollars) in developing its information technologies this year alone, Russian President Vladimir Putin said Wednesday.
