[AfrICANN-discuss] Call for Fellowship Applications - AIS'15 Tunis - FOUR (4) DAYS LEFT

Hello there,

Could someone please help me understand this? Why do the requirements for
the candidates include "Should have a technical (IT, Computer Science)
background" while the stated areas of involvement for potential successful
candidates include, among others, internet development and ICT policies? Is
the assumption that anybody significantly involved in internet development
or ICT policies necessarily has a technical background?
