Yes and no :-)

The Board constituted a search committee. They engaged an agency. They 
also reached out to the community for candidates and recommendations.

The agency handled the practical "day to day" matters like advertising, 
response handling, collection of CVs, verification of qualifications and 
the like. They were given a very careful and explicit brief. On 
sensitive issues like evaluation and short-listing - they merely 
performed a support / admin function.

BTW - Fadi was recommended by a community member. He then submitted his 
application through the agency like everybody else.
