Well sure. Pick the foreign government spy agency you are most closely philosophically/politically aligned with to allow the appropriate monitoring backdoor, choose between Cisco (NSA) and Huawei (CPLA) and hopefully negotiate a reasonable discount along the way.

The paranoid among us might even view the IPv4 shortage as a way to prompt adoption of such equipment.
