Reflexions on ICANN 47 Durban, 14-18 July 2013 : An African perspective

ICANN 47 has been a great event! It happened while Africa has a strategy being rolled out and could report a few albeit important successes!

For many of the 1800 attendants and 91 countries represented, the Durban event was well organized and well executed logistically. The local arrangements were quite good and all of the events took place smoothly. ÊAlso, it should be noted that :
* ZADNA and ZACR, the local hosts and the African Union provided a tremendous support. Ê
* There was an uplifting and positive engagement with the African community with multiple events. ÊThe Africa DNS Forum on Friday and Saturday, a joint effort of ISOC, AFTLD and ICANN, kicked off the extended week. ÊTheÊreport on implementationÊof ICANN's strategy for Africa with the handout of the first ever domain name awards in Africa; AFRALO Showcase and Reception on Monday kicked off the official week, followed by the AFRALO/AFRICANN Joint Meeting ; a special session on Wednesday 17th July deemed Ô Africa Untethered: The Era of Digital Africa on Wednesday afternoon which also came as a premiere at ICANN, with showcasing of young African entrepreneurship. Ê
* 
 The spirit that Nelson Mandela holds over the entire continent and the very special occurrenceÊof his 95th birthday during our time there. ÊNii Quaynor gave a moving tribute to him and aÊnumber of ICANN people participated in painting a school and teaching the Internet to young students on ThursdayÊmorningÊto observe Mandela Day.?

The signing of the new agreementsÊwithÊthe registries and registrars. ÊThis culminated yearsÊofÊdiscussionÊand negotiation and is a big step forward. Ê

 A flowering ofÊactivityÊacross all of the SOs and ACs. ÊThe GNSO and ALAC continue to have so many events and activities. SSAC isÊprovidingÊadvice onÊmultiple fronts and is engaging with the entire community. ÊccNSO marked its tenth anniversary and smooth transition from the strong leadership of Lesley Cowley to the equally strong leadership of Byron Holland. ÊRSSAC is completing its reorganization and revitalization, and the ASO was active withÊan IPv6 session on Wednesday afternoonÊand increasing its plans forÊfutureÊengagements.?

Extensive meetings of both the Expert Working Group on Next Generation Directory Services lead by Jean-Francois Baril and the second Accountability and Transparency Review Team (ATRT2) under the leadership of Brian Cute, Avri Doria, Lise Fuhr and Alan Greenberg. ÊFiona Asonga of Kenya is the AfricaÕs representative on that review team. These are strategically important activities that will provide guidance on improvements in critical areas over theÊcomingÊyears. As usual, GAC had its own meetings and published its report..

The announcement of fiveÊpresidentialÊstrategy panels on long term critical topics. ÊIt should be noted that Nii Quaynor from Africa was appointed Chairman of the Corporate responsibility panel

The Board had its public meeting and passed a few resolutions such as :

The approval of the budget for the Singapore hub toÊcontinueÊtheÊtransitionÊfrom a single headquarters to "tri-quarters" operation.?
The resolutionÊrelatedÊto metrics for competition, consumer trust and consumer choice to initiate the fourth of the Affirmation of Commitments reviews.

And certainly not least are the changes in structure and management within ICANN, particularly the creating of the new Generic Domains Division with Akram Atallah as the divisional president, and the arrival of Susanna Bennett as the new Chief Operating Officer.

The gTLDÊprogramÊis well underway, with large numbers of applications through the evaluation process and delegations into the root likely to begin before the end of this year.?

While in Durban, I have been approached by half a dozen countries, seeking re delegation and/or reengineering of their cctlds : These are : .TG; .NA; .MR; .BW; .TD

Finally, itÕs worth noting that the Action plan proposed by ICANN Africa includes the following major projects :

- Extension of the DNSSEC roadshow to 8 additional countries
- Contribution to a survey on African ccTLDs (In partnership with AFTLD, ISOC, AFNIC..)
- Developing an exchange programme with global DNS industry leaders
- Capacity development for African ccTLDs and Registrars
- Contribution to IGF
- Deepened engagement with Government (via the GAC), private sector and civil society
- Contribute to facilitating cctlds re delegation and re engineering in Africa
- Deepened engagement with ICANN SO/AC

RŽflexions sur  ICANN 47 Durban, 14-18 Juillet 2013 : Une perspective africaine

La 47Žme rŽunion de lÕICANN a ŽtŽ un grand Žvnement. Elle est intervenue au moment de la mise en Ïuvre de la stratŽgie africaine de lÕICANN, dŽveloppŽe par des Africains et prŽsentŽe a ICANN 45 a Toronto. La mise en Ïuvre de la stratŽgie  a dŽjˆ connu quelques succs notables.

La rŽunion de Durban a ŽtŽ bien organisŽe avec une bonne logistique selon plusieurs participants parmi les 1800 venus de 91 pays.  LÕorganisation locale a ŽtŽ parfaite et tous les Žvnements se sont bien dŽroulŽs.  Il faudra aussi noter queÊ:

- ZADNA et ZACR  lÕh™te local ainsi que lÕUnion Africaine ont apportŽ un Žnorme appui.

- Il y avait un engagement positif dans plusieurs activitŽs avec la communautŽ africaine.  Le Forum Africain du DNS tenu le vendredi et  le samedi, une action commune dÕ ISOC, AFTLD et ICANN a permis de lancer la longue semaine. 

- Le rapport  sur la mise en Ïuvre de la stratŽgie africaine avec lÕattribution des  tout premiers prix du Nom de domaine en AfriqueÊ; 

- La prestation  AFRALO avec une rŽception le lundi, suivi par la rŽunion conjointe AFRALO/AFRICANNÊ;  

- une session spŽciale baptisŽeÊÇÊAfrique libreÊ: lÕre de lÕAfrique NumŽriqueÊÈ  lÕaprs-midi du mercredi  aussi comme une premire ˆ lÕICANN avec des prŽsentations de jeunes  entrepreneurs africains et la prŽsence effective de lÕhomme dÕaffaires sud Africain, Andile NgcabaÊ;

- LÕesprit que Mandela fait planer sur tout le continent et  la cŽlŽbration de son 95me anniversaire pendant notre rencontre de Durban. Nii Quaynor lui a rendu hommage et  certains participants ont peint  une Žcole et introduit de jeunes Žlves ˆ lÕInternet le Jeudi 18 Juillet, date anniversaire de Mandela. 

La signature de nouveaux accords avec les registres et registraires.  Ceci a couronnŽ des discussions et nŽgociations pendant plusieurs annŽes et constitue une avancŽe majeure.

Plusieurs activitŽs au sein des SOs et ACs.  Le GNSO et lÕALAC continuent dÕavoir plusieurs Žvnements et activitŽs. Le SSAC donne des conseils sur de multiples fronts avec une interaction avec toute la communautŽ. Le ccNSO a eu 10 ans marquŽ par la transition de la puissante direction de Lesly Cowley ˆ celui aussi puissante de Byron Holland. Le RSSAC est en train de peaufiner sa rŽorganisation et sa revitalisation. Le ASO Žtait actif  avec une session IPv6 lÕaprs-midi du mercredi  avec de nouveaux plans pour des engagements futurs.

DÕimportantes rŽunions  dont celles du  groupe de travail d'experts sur un service d'annuaire d'enregistrement de nouvelle gŽnŽration dirigŽ par Jean-Franois Baril et  de lÕŽquipe 2  de rŽvision de la responsabilitŽ et de la transparence  (ATRT2) sous le leadership de Brian Cute, Avri Doria, LiseFuhr et Alan Greenberg. Fiona Songa du Kenya reprŽsente lÕAfrique au sein de cette Žquipe. Ce sont des activitŽs stratŽgiquement importantes qui guideront dans lÕamŽlioration de plusieurs domaines au cours des prochaines annŽes. Le GAC  a comme dÕhabitude  tenu ses propres rŽunions et publiŽ un rapport. 

LÕannonce de la mise en place de cinq panels stratŽgiques du prŽsident sur des sujets critiques. Il faudra noter que Nii Quaynor de lÕAfrique a ŽtŽ nommŽ PrŽsident du panel sur la responsabilitŽ publique.

Le Conseil dÕAdministration a tenu sa rŽunion publique  et a pris quelques rŽsolutions dontÊ:

. LÕapprobation du budget du Hub de Singapour afin de continuer la transition dÕun seul  sige ˆ trois p™les dÕopŽrations.
. La rŽsolution relative aux mŽtriques pour la compŽtition, la confiance et le choix des utilisateurs pour initier le quatrime point des revues sur lÕaffirmation des  engagements.

Et  certainement  non des moindres sont les changements structurels dans lÕŽquipe de gestion, particulirement avec  la crŽation dÕune nouvelle division des noms de domaines gŽnŽriques avec Akram Atallah comme chef de division et  aussi lÕarrivŽe de Susanna Bennett comme nouvelle Chef des opŽrations.

Le programme des nouveaux noms de domaines gŽnŽriques se poursuit bien avec  le grand nombre de demandes qui ont passŽ lÕŽtape dÕŽvaluation avec la dŽlŽgation dans le root qui dŽbutera certainement avant la fin de cette annŽe.

Enfin, je dois signaler que jÕai ŽtŽ approchŽ par une demi-douzaine de pays qui souhaitent une redŽlŽgation et/ou une redynamisation de leur cctldsÊ: ce sontÊnotamment : .tgÊ; .na, .mu, .bwÊ; .slÊ; .td

Le plan dÕaction 2014 de ICANN Afrique propose quelques projets phares dontÊ: 

- Poursuite  du projet de DNSSEC Roadshow avec inclusion de 8 autres pays
- Etude sur les ccTLDs africains (en partenariat avec lÕAFTLD, ISOC, AFNIC, etc)
- Etude sur les incubateurs dans une approche de facilitation de lÕentreprenariat des jeunes dans le numŽrique
- Programme dÕengagements avec les Gouvernements africains (GAC), le secteur prive ainsi que la sociŽtŽ civile africaineÊ;
- Renforcement des capacitŽs des registraires et des registres
- Etude de lÕenvironnement des affaires pour les registraires africains et contribution a la facilitation dÕun environnement porteur
- Contribution aux forums sur la Gouvernance de lÕInternetÊ;
- DŽveloppement de programme dÕŽchanges avec les Registres et registraires internationaux.
