[AfrICANN-discuss] The "ICANN Africa Strategy" Is Not the Same as
the 'African Agenda'

Hello to you all,
This is my first time to interven here
but I am following the debate for some time.
I don't know why sometimes some of our
brothers are surprised that some important decisions are taken
without us, or without our point of view.
Oh brother Gideon, I do not know why
you are surprised that The "ICANN Africa Strategy" Is Not
the Same as the 'African Agenda'.
I remember some relevant interventions
made before by some like Pierre Lotis NANKEP on this subject.
We pass our time to congratulate each
other as a fellow to attend this or that, but the issue is somewhere
else.
Some of our “experts” congratulate
themselves to travel and physically meet to develop or even give
their views on this strategy. So I am wondering where is our issue?
Travelling or developing our strategy?
If our goal is to develop the strategy,
then I think we have to dismiss this approach.
1- Firstly, we choose a wrong
methodology to compose our group of experts.
I saw la list of our experts. I don't
see the way how they were chosen.
The transparent methodology is make a
something said “call of tender or call for applications” with
some relevant criterias concerning the subject. And it has to be
opened and published everywhere in all different official language in
Africa (I know English is working language).
That list of African experts is
composed mainly of one region (West Africa). Some regions are
represented as cosmetics. Central Africa, for example, I wonder how
its representative was chosen. We know him competent in several
domains but not in developing strategies.
Do not hesitate to get away from this
non-constructive way of choosing our friends and buddies instead of
going through a call for applications. This method can not help us
choose ambassadors can adequately defend our interests.
2- Secondly, we don't need to travel to
Toronto or anywhere out of the continent to develop our strategy.
We don't need even to travel for that.
Why don't we use that tool call “Internet” to describe/highlight
our vision, our objectives and goals.
After that, we can define our
pillars/axis, then programmes and projets that could help us to
achieve our goals.
3- and finally,I think in the call for applications,
we should put as requirements, if the candidate is not a
true-recognized expert in development of strategy, he must have at
least to participate in the development of IT strategy in his country
of origin or residence.
May Allah guide us to better defend the
interests of our region.
Peace be upon you all.

>>Great I am glad we are moving forward with our discussion. Critical infrastructure to me means any related ICT infrastructure supporting african countries critical business that if affected could have a large impact to the level that nothing will work. ie Airport , TV, Banks , Telecommunication , Applications for custom or application for salaries payments. In fact only risks analysis will help to identify such infrastructure. That is why vulnerability assessment and Penetration testing services are important to minimise the risks related to the critical indentified infrastructure.
