The comment from Sunday Folayan is informative.  The rest of the 
article ranks low when it comes to discussing about why Africa ranks low.

The registry for number resources is not in the business of selling 
highly-priced strings.  The conclusion isn't one of the best I have 
read.  Asking Africans to fork out the $185,000 million application 
fee would be highway robbery if that fee is not in ZIM dollars.
