*ITR revisions on Telephony and Internet regulations*

The World Conference on International Telecommunications (WCIT) will be
held in Dubai from 03 to 14 December 2012 to review International
Telecommunications Regulations (ITRs). The international community will
discuss the ITR revisions on Telephony and Internet operational matters and
how to include IP number addressing into the scope of the international
telephony regulations. The event is a very important one when we consider
the changes that occurred in this industry during the last 25 years.

APNIC's Chief Scientist Geoff Huston makes a statement on the need to
differentiate Internet from Telephony regulations and the financial and
ethical implications on current Industry practices on issues such as phone
calls and data packets transits, use of proxies and packet interception.
Geoff Huston explains that having the same rules for both technologies is
not a solution as those practices are the direct result of their different
cost and services structures.
