us: Web address bill by Sen. Little will become law
Coming soon to New York state, and taking aim at cybersquatters,
nobody in the state "will be able to register a domain name that is
similar to or the same as another living person or business." In her
announcement, Senator Little says "It's wrong, in my opinion, to buy
up domain names reflecting the names of existing people or businesses
with the intention of selling the names for a profit back to those
persons or businesses."

ICANN spreads love, opens bosom to all
Is Burke Hansen falling love with ICANN? Writing in The Register he
writes of ICANN's continued ongoing outreach efforts following "two
announcements: the establishment of an ICANN online magazine and the
expansion of a pilot fellowship program." Hansen writes "Any move by
ICANN to make the organization more comprehensible to the average
internet user is welcome, and the magazine is written in a casual,
colloquial style to further that end."

CNNIC Exposes Illegal Domain Name Registrars
CNNIC published the names of two domain name registrars - Shanghai
Jinyue Network Technology Company and Suzhou Huayan Network Technology
Company - who have been accused of sending intimidating emails to
terrify Internet users to try to have them change their domain
registrars. CNNIC says it will verify the complaint reports and
transfer them to the relevant criminal authorities. The article says
"This is the first time that CNNIC has published a blacklist of
registrar companies since July 24 when the Internet Address
Registration Service Industry Self-discipline Convention was signed by
more than 40 domestic domain name registrars."

He sells employer's Web name, takes off with stripper
A great little story from the USA. A 41-year-old man, Stephen Galstad,
was charged "with selling his employer's domain name for US$200,000
and using corporate credit cards to finance international trips with a
stripper girlfriend, according to a complaint filed in Milwaukee
County Circuit Court." The domain name in question is sofa.com. He
really had a good time though, as "investigators found Galstad has
been using a corporate credit card to travel to Brazil, Canada, Las
Vegas and New Jersey with a woman identified by his employer as a
stripper from Las Vegas."

ICANN Takes a Lick at Domain Tasting by Larry Seltzer
Larry Seltzer writing his regular column in eWeek says, "Most people
who hear about domain tasting are immediately horrified and ask why
'they' don't stop it. But ICANN has more studying to do, and others
find it in their own interest."
Larry describes domain tasting, and goes on to note that PIR "became
concerned enough about tasting to ask ICANN for permission to charge a
5 cent excess deletion fee for registrars performing deletions in the
AGP in excess of 90 percent of registrations." The new PIR policy only
went into action in June, so as Larry notes, it's too early to see if
it's working or not.
Larry has previously called for a "restocking fee for abusers",
however he's been advised this isn't possible under the current
agreement with VeriSign. Larry begs to differ as he can't find
anything to rule it out. But Patrick Jones from ICANN disagrees.
Larry's article concludes, "The bottom line of my read on the subject
is that it would be easy to do something about tasting if VeriSign
were interested in doing so. Clearly it's not. VeriSign obviously
thinks that the cost to it of an enormous amount of adds and deletes
in the registry is overwhelmed by the registry fees it gets.
"If you're interested in the domain tasting issue I recommend reading
the report, but don't get excited about the prompt action you'd expect
it to trigger. That's not the way ICANN works. After all, they're the
folks who created the mess that allowed domain tasting and ignored it
for years. Already they're spending inordinate amounts of time
investigating things everyone knows to be true, effectively protecting
the interests of people everyone knows are scammers."

1. Global Alliance Launches Website, Blog For Geneva Youth Forum [news release]
The United Nations Global Alliance for ICT for Development launched
the website of the Forum on Youth and ICT for Development on 21 June,
to be held on 24-26 September in Geneva, Switzerland. The Youth Forum
aims to involve young people in discussions with policymakers, thought
leaders and representatives from the private sector and civil society,
and to explore ways to empower them and encourage their full
participation in society through the use of information and
communications technology.

ICTs in Africa, Asia and Latin America
The Global Information Society Watch 2007 report - the first in a
series of annual reports- looks at state of the field of information
and communication technology (ICT) policy at local and global levels
and particularly how policy impacts on the lives of people living in
developing countries. ... The report concludes that when it comes to
ICTs for development, there are some conspicuous similarities between
the countries. Excluding Spain, the other twenty-one countries each
show obvious evidence of the "digital divide" which impacts on the
majority of people negatively. According to Brazilian authors RITS,
the absence of a people-orientated policy framework in Brazil runs the
risk of condemning the vast majority of people to "eternal
disconnection." The report also includes provocative, analytical
essays on five international institutions (including ICANN and the
World Intellectual Property Organisation) questioning the extent to
which they allow all stake-holders t!
o participate in their processes.

In 120 days, a person in New York state will no longer be able to

purchasing a domain name and then selling it back to the namesake.

5. Greater Transparency in Domain Name Pricing by George Kirikos
Tucows issued a press release today wherein they announced lower
domain name pricing and enhanced services. The bigger change, which
might set a trend for other registrars, is the greater transparency of
the registry and ICANN fees relative to the fees charged by Tucows.
Tucows' fees will be $3 per domain above the combined registry and
ICANN fees.

6. Tucows Reduces Wholesale Domain Name Pricing [news release]
Tucows announced, effective immediately, it has reduced its list price
for wholesale domain name registrations. Additionally, the cost
breakdown of a domain name is now transparent to customers, revealing
Registry and ICANN fees as well as the Tucows management fee. This new
pricing structure will provide increased visibility for wholesale
domain customers ahead of the announced October 2007 Registry domain
name price increases.

The online attacks against Estonia are being referred to as the first

Indeed, the attack's impact was not what we might have expected: It
was the civilian infrastructure used by banks, ISPs and home users—not

11. Phishers Now Targeting Domain Registrars by Edward Falk
This is an issue of some concern and should be watched carefully:
phishers are now trying to get passwords of domain registrants (domain

followed. When reviewing registry domain names, there is a committee
standing behind that process to make sure things happen in a fair and
